Job Title: Facility Security Officer (FSO)

Location: Arlington, VA

Onsite: Hybrid - with occasional time on-site in our Arlington, VA office and travel to other facilities as needed.

Clearance: MUST have an Active Secret Clearance or a higher level clearance

What we are hiring:

As the Facility Security Officer (FSO), you will implement the industrial security program and ensure company and customer security requirements are met. You will interface with all levels of Black Cape and government management personnel to ensure contract security compliance with National Industrial Security Program Operating Manual (NISPOM), DoD Manual 5205.07, Contract Security Classification Specification (DD254), and Program Classification Guides. You will serve as the liaison with US government counterparts, conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements.

Key Responsibilities:

*Perform all security operations including personnel clearance processing, tracking, education, reporting, debriefs and any other duties administratively.
*Process necessary badges, visit requests and certifications for government facilities.
*Daily use of personnel clearance data systems: DCSA Defense Information Security System (DISS), *National Background Investigation Services (NBIS) and other security software in the performance of assigned duties.
*Prepare, issue and maintain DD254s.
*Maintain classified materials receipt, logging, control, and dissemination, where applicable.
*Maintain accountability of classified government-furnished information and equipment, where applicable.
*Participate in and perform inspections and audits to include annual security program self assessments as required by DCSA..
*Interface with the government appointed DCSA Industrial Security Representative and lead DCSA Security review activities.
*Maintain certification and accreditation of the facilities eligibility as well as personnel, where applicable.
*Create and update security plans, procedures, and instructions.
*Develop and administer a comprehensive security education training program.
*Maintain and coordinate excellent working relationships with government agencies.
*Assure compliance with all government and company security regulations.
*Perform other duties as assigned.

Qualifications:

*Must possess and maintain at least an active Secret security clearance
*Must have experience implementing NISPOM requirements
*Knowledge of security clearance processes and government security regulations (NISP, etc.) is a plus. *Ability to manage special access programs, understanding of security databases such as DISS, eQIP, NISS, etc.
*Basic familiarity with contractor-side CAC sponsorship/transfer workflows, government ICAM systems (e.g., MP ICAM), and customer network account provisioning

*Strong interpersonal skills with the ability to maintain confidentiality and work with sensitive information
*Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings is desired
