Blu Omega is seeking a Senior Financial Analyst to support a federal program focused on cryptographic modernization and post-quantum cryptography migration. This role operates within a hybrid environment and is responsible for senior-level budgeting, cost analysis, lifecycle financial planning, resource alignment, and POM/PPBE support across Department of War portfolios and warfighting systems. The position requires experience supporting complex defense modernization programs within a mission-driven environment.

Key Details
- Location: 1400 Defense Pentagon, Washington, DC (Hybrid; onsite support up to 3 days per week)
- Clearance: Active Top Secret Clearance Required
Responsibilities
- Develop and analyze budget strategies supporting cryptographic modernization and post-quantum migration
- Support DoD POM and PPBE planning, programming, budgeting, and execution activities
- Develop cost estimates, lifecycle financial analyses, and resource requirements
- Evaluate budget estimates against technical, operational, and mission needs
- Identify funding gaps, risks, dependencies, and mission impacts
- Support portfolio-level resource allocation and investment prioritization
- Prepare budget certifications, exhibits, issue papers, reports, and executive briefings
- Analyze policy changes and their financial impact on modernization programs
- Advise government leaders on costs, resource needs, and risk tradeoffs
- Coordinate financial analysis with technical, programmatic, and policy stakeholders
- Lead analytical tasks and provide technical or management direction for deliverables
Required Qualifications
- Minimum of 12 years of related financial management, budgeting, or resource planning experience
- Master's degree (or equivalent experience)
- Active Top Secret security clearance
- Extensive DoD financial management and budgeting experience
- Direct experience supporting POM and PPBE processes
- Experience developing cost estimates and lifecycle program analyses
- Ability to evaluate budget requirements, risks, and impacts
- Experience supporting complex defense modernization programs
- Strong technical writing, briefing, and stakeholder engagement skills
- Ability to translate technical or mission requirements into financial recommendations
Preferred Qualifications
- Budgeting experience for cryptographic modernization or post-quantum cryptography migration
- Support experience in cyber, secure communications, C4ISR, or enterprise IT portfolios
- CAPE experience and DoD budget certification
- OSD or service-level portfolio planning experience
- Experience developing unfunded requirements, budget exhibits, and resource justifications
- Knowledge of CNSS, OMB, NDAA, and national security policies
- Experience conducting lifecycle cost estimates, gap analysis, and mission-impact assessments
- Briefing senior government and executive stakeholders
Compensation
Pay Range: $160/hr - $210/hr
