PROGRAM MANAGER

POSITION OVERVIEW
The Program Manager (PM) serves as the designated point of authority for all contract operations supporting the National Guard Bureau's J-37 Joint Doctrine, Training & Force Development Directorate, overseeing a team of Joint Training Requirements Specialists deployed across five regions to support all 54 State and Territory Joint Force Headquarters. The PM manages day-to-day contract performance, serves as the primary liaison to the Contracting Officer's Representative (COR), and ensures regionally balanced, uninterrupted delivery of joint training readiness support nationwide. Core responsibilities include monthly progress and cost reporting, quarterly Program Management Reviews, maintenance of a Quality Control Plan, oversight of remote work and telework schedules, and management of a rolling 12-month regional training event calendar, all while ensuring the team's work stays aligned with current DoD, National Guard, and Joint Training System (JTS) doctrine and governance requirements. This is a leadership role requiring strong DoD program management experience and comfort operating in a fully distributed/multi-region team environment.

JOB RESPONSIBILITIES:
- Develop and submit monthly Progress, Status, and Management Reports. Report must break down status by each of the 5 regions, include cost updates, regional travel expenditures, and problem areas/proposed resolutions.
- Prepare and present Program Management Reviews (PMR) to the National Guard Bureau leadership team. Four PMRs will be conducted each Period of Performance (POP).
- Develop and continuously maintain bimonthly reviews and a detailed 1-year event calendar delineating training events across the 5 regions.
- Work through the COR to resolve issues, receive technical instructions, and ensure adequate performance.
- Ensure contractor employees never perform work outside contract scope without an official KO modification.
REQUIRED QUALIFICATIONS:
- Active Secret security clearance
- Ability to hold full authority to act on all contract matters
- Experience managing geographically distributed teams
- Experience with DoD/NGB program management reporting: monthly status reports (PIEE/SPM module), quarterly Program Management Reviews, budget/cost tracking
- Familiarity with National Guard structure (54 States/Territories, JFHQ-State organizations) is a strong plus
