We are seeking a Senior Project Manager to lead the day-to-day planning, governance, coordination, and execution of a mission-focused enterprise modernization effort within the Department of Veterans Affairs. Working with Government stakeholders, Technatomy program leadership, Product Owners, product management, business subject matter experts, and a cross-functional delivery team, the Senior Project Manager will manage the integrated delivery plan for Salesforce Service Cloud, an Experience Cloud Applicant Portal, data migration, document services, enterprise integrations, testing, deployment, Hypercare, and operational transition. The role owns project execution, schedule, dependencies, risks, reporting, deliverables, and change control while supporting Government product and business decision authority. Success requires disciplined project leadership, strong stakeholder coordination, and the ability to maintain delivery momentum across multiple concurrent workstreams and external dependencies.
DUTIES AND RESPONSIBILITIES:
· Lead project mobilization, kickoff, governance, and delivery readiness; confirm approved scope, objectives, success measures, stakeholder roles, decision authority, acceptance expectations, communications, and escalation paths.
· Develop, baseline, and maintain the integrated master schedule, milestone plan, workstream schedules, staffing assignments, external dependencies, and production deployment approach.
· Coordinate delivery across platform foundation, Accreditation capabilities, the Experience Cloud Applicant Portal, enterprise integrations, legacy data migration, document services, testing, training, deployment, Hypercare, and transition.
· Facilitate Agile delivery governance for two-week sprints and Program Increment planning, including integrated planning, cross-team coordination, progress reviews, release governance, and executive decision forums.
· Partner with Government Product Owners and the Senior Product Manager to align the product roadmap, prioritized backlog, release objectives, delivery capacity, dependencies, and approved scope without assuming Government product or policy authority.
· Manage project scope, schedule, resources, commitments, and constraints; evaluate proposed changes and prepare impact assessments, options, and recommendations through formal change control.
· Maintain risks, assumptions, issues, dependencies, decisions, actions, and mitigation plans; assign owners and dates, monitor closure, and escalate matters before they affect sprint commitments or major milestones.
· Monitor performance against milestones, deliverables, quality gates, acceptance criteria, and readiness targets; identify variances early and coordinate corrective actions, recovery plans, or controlled scope trade-offs.
· Coordinate Government-owned responsibilities and external dependencies, including licensing, environments, access, legacy data, SharePoint Online, Digital Integration Platform services, compliance reviews, UAT participation, and production approvals.
· Lead status reporting and governance communications for Government and Technatomy leadership, providing concise visibility into accomplishments, schedule health, risks, decisions, dependencies, resource needs, and upcoming milestones.
· Coordinate architects, administrators, developers, integration and data resources, UI/UX specialists, QA teams, security and compliance personnel, trainers, technical writers, release staff, and operations representatives to maintain alignment and effective handoffs.
· Ensure project and contractual deliverables, including governance artifacts, schedules, backlogs, RAID and decision logs, status reports, acceptance evidence, and transition materials, are complete, current, reviewed, and maintained in authoritative repositories.
· Coordinate System Integration Testing, User Acceptance Testing, defect resolution, readiness assessments, deployment rehearsals, cutover and rollback planning, and Go/No-Go reviews while preserving required quality and stabilization periods.
· Lead coordination during production deployment and Hypercare, including command-center cadence, issue prioritization, executive reporting, stabilization tracking, knowledge transfer, operational handoff, final acceptance, lessons learned, and formal closeout.
KNOWLEDGE AND SKILLS REQUIRED:
· 7+ years of project or program management experience, including responsibility for complex enterprise software implementations, modernization initiatives, CRM, case-management, workflow, self-service, or similarly integrated technology solutions.
· Demonstrated experience establishing and managing project governance, integrated master schedules, milestone plans, delivery baselines, workstreams, resource plans, quality gates, and executive reporting.
· Strong experience managing scope, schedule, risks, issues, assumptions, decisions, dependencies, actions, and formal change control across multiple concurrent technical and business workstreams.
· Experience leading Agile, Scrum, SAFe, or hybrid delivery environments, including Program Increment planning, sprint ceremonies, cross-team dependency coordination, release planning, and iterative stakeholder demonstrations.
· Experience coordinating enterprise application delivery involving platform configuration and development, data migration, integrations, document services, testing, security and compliance, deployment, Hypercare, and operational transition.
· Demonstrated ability to manage external dependencies, customer-owned actions, review and approval cycles, and executive decisions that can affect project scope, schedule, quality, and production readiness.
· Experience managing project deliverables, acceptance criteria, review cycles, quality evidence, readiness assessments, and formal customer acceptance in a contractual, regulated, or governance-driven environment.
· Ability to interpret delivery metrics, schedule performance, milestone health, defect and readiness information, resource constraints, and risk trends and translate them into clear management actions and forecasts.
· Working knowledge of security, privacy, records management, accessibility, release governance, and production-readiness considerations for enterprise systems handling sensitive information.
· Proficiency with project scheduling, collaboration, backlog, issue-tracking, document-management, and reporting tools used to maintain authoritative project records and communicate delivery status.
· Strong leadership, facilitation, negotiation, organization, analytical, written, and verbal communication skills, with the ability to coordinate executives, Product Owners, business stakeholders, architects, engineers, testers, and operations personnel without displacing their assigned decision authority.
KNOWLEDGE AND SKILLS DESIRED:
· Experience managing Salesforce Service Cloud, Experience Cloud, Salesforce Platform, Salesforce Flow, or comparable enterprise CRM and self-service portal implementations.
· Experience supporting Federal, state, healthcare, legal, licensing, credentialing, accreditation, financial, or other regulated environments; Department of Veterans Affairs experience is a plus.
· Professional certification such as Project Management Professional (PMP), PMI Agile Certified Practitioner (PMI-ACP), Certified ScrumMaster, SAFe Agilist, or comparable project or Agile certification is preferred but not required.
· Experience using Microsoft Project, Azure DevOps, Jira, SharePoint, Microsoft Teams, or comparable tools for scheduling, backlog visibility, RAID management, collaboration, reporting, and document control.
· Familiarity with SharePoint Online, MuleSoft, the VA Digital Integration Platform, identity and authentication services, enterprise data migration, API-based integrations, or Salesforce DevSecOps and release-management practices.
· Exposure to Authority to Operate activities, Section 508 accessibility, security and privacy reviews, records-management requirements, organizational change management, training, production cutover, command-center operations, or service transition.
EDUCATION:
· Bachelor's degree in Business Administration, Project Management, Information Systems, Engineering, Public Administration, or a related discipline, or an equivalent combination of education, professional certifications, and relevant experience.
CLEARANCE:
· Must be able to obtain and maintain a Public Trust clearance.
