We are seeking a Senior Product Manager to support a mission-focused enterprise modernization effort within the Department of Veterans Affairs. Partnering with Government Product Owners, business leaders, subject matter experts, program and project leadership, and a cross-functional Salesforce delivery team, the Senior Product Manager will shape and maintain the product vision, outcome-based roadmap, release priorities, and integrated backlog for Salesforce Service Cloud and an Experience Cloud Applicant Portal. The role aligns mission needs, user experience, policy and compliance constraints, enterprise dependencies, and delivery capacity across platform foundation, business capabilities, data migration, integrations, testing, deployment, and Hypercare. Success requires sound product judgment, strong stakeholder leadership, and the ability to drive measurable value while preserving Government decision authority and established legal and adjudicative responsibilities.

DUTIES AND RESPONSIBILITIES:

·         Partner with Government Product Owners, the Business Owner, business subject matter experts, and program leadership to define, communicate, and evolve the product vision, value proposition, target outcomes, and success measures for the Minimum Viable Accreditation Platform.

·         Develop and maintain an outcome-based product roadmap and release strategy spanning the Salesforce Service Cloud operating core, Experience Cloud Applicant Portal, shared platform services, document management, approved integrations, data migration, reporting, production readiness, and operational transition.

·         Translate mission objectives, user needs, operational pain points, approved policy, and regulatory constraints into coherent product themes, capabilities, epics, release goals, and implementation priorities.

·         Establish and facilitate product governance practices, including decision rights, prioritization criteria, product review cadence, acceptance expectations, and escalation paths, while preparing recommendations for Government approval.

·         Lead backlog strategy and prioritization in partnership with Product Owners and business analysts, balancing mission value, user impact, compliance, risk, dependencies, technical feasibility, reuse, and delivery constraints.

·         Define and protect Minimum Viable Accreditation Platform boundaries; identify product trade-offs, recommend sequencing or deferral of nonessential enhancements, and support formal scope and change-control decisions.

·         Lead product discovery and continuous stakeholder engagement through workshops, user and process reviews, journey mapping, prototype and usability feedback, sprint demonstrations, and incremental business acceptance checkpoints.

·         Collaborate with business analysts to ensure epics, features, user stories, acceptance criteria, and requirements packages are aligned to product intent, measurable outcomes, release objectives, and approved scope.

·         Coordinate product decisions across Salesforce architecture, administration, development, UI/UX, data migration, integration, security, privacy, records management, Section 508 accessibility, quality assurance, training, release management, and operations resources.

·         Promote configuration-first delivery, reusable enterprise services, standardized security patterns, and scalable capabilities while ensuring automation supports, rather than replaces, authorized legal and adjudicative judgment.

·         Define and monitor product measures for adoption, processing efficiency, workload visibility, cycle time, quality, status transparency, service performance, accessibility, stakeholder satisfaction, and production stability; use findings to refine priorities and the roadmap.

·         Lead product planning activities within two-week sprints and Program Increment planning, including product objectives, release goals, backlog refinement, sprint reviews, demonstrations, retrospectives, and cross-team dependency discussions.

·         Identify product risks, assumptions, unresolved decisions, and external dependencies; evaluate their impact on product outcomes and recommend mitigation, sequencing, or scope adjustments through established governance.

·         Support System Integration Testing, User Acceptance Testing, business acceptance, release-readiness reviews, and Go/No-Go decisions by confirming that delivered capabilities satisfy approved outcomes and acceptance criteria.

·         Support product launch, user communications, training and adoption, production deployment, Hypercare, and operational transition; prioritize stabilization needs and incorporate validated feedback into the future product roadmap.

KNOWLEDGE AND SKILLS REQUIRED:

·         5+ years of product management, product ownership, or digital-product leadership experience supporting enterprise software modernization, CRM, case-management, workflow, self-service, or similarly complex applications.

·         Demonstrated experience defining product vision, value propositions, outcome-based roadmaps, release strategies, Minimum Viable Product scope, product objectives, and measurable success criteria.

·         Strong experience prioritizing product backlogs, shaping epics and features, evaluating value and risk, managing dependencies, and making defensible scope and sequencing recommendations.

·         Experience working in Agile or SAFe environments, including Program Increment planning, backlog refinement, sprint planning and reviews, demonstrations, retrospectives, release planning, and continuous stakeholder feedback.

·         Proven ability to lead product discovery, synthesize complex stakeholder input, resolve ambiguity, and build alignment among executive, operational, policy, user, and technical stakeholders.

·         Experience leading products involving complex workflows, sensitive information, document-intensive processes, integrations, data migration, reporting, auditability, and role-based access.

·         Working knowledge of configurable enterprise platforms, CRM solutions, or low-code technologies and the ability to evaluate trade-offs among standard functionality, configuration, reusable components, and custom development.

·         Experience incorporating user-centered design, accessibility, security, privacy, records management, compliance, and operational readiness into product strategy, priorities, and acceptance expectations.

·         Ability to use product metrics, operational measures, user feedback, test evidence, and production data to evaluate value delivery, adoption, quality, and opportunities for improvement.

·         Experience supporting User Acceptance Testing, business acceptance, release readiness, product launch, adoption, Hypercare, and post-release prioritization for enterprise applications.

·         Strong leadership, facilitation, analytical, written, and verbal communication skills, with the ability to coordinate with project managers, business analysts, architects, and delivery teams while owning product vision, prioritization, value outcomes, and stakeholder alignment.

KNOWLEDGE AND SKILLS DESIRED:

·         Experience supporting Salesforce Service Cloud, Experience Cloud, Salesforce Flow, or comparable enterprise CRM and self-service portal products.

·         Experience supporting Federal, state, healthcare, legal, licensing, credentialing, accreditation, financial, or other regulated environments; Department of Veterans Affairs experience is a plus.

·         Professional certification such as SAFe Product Owner/Product Manager, Certified Scrum Product Owner, Professional Scrum Product Owner, Pragmatic Institute, or Salesforce Certified Business Analyst is preferred but not required.

·         Experience using Azure DevOps, Jira, or comparable tools for roadmap planning, backlog management, release coordination, dependency tracking, and Agile delivery reporting.

·         Familiarity with SharePoint Online, MuleSoft, the VA Digital Integration Platform, enterprise document services, legacy data migration, API-based integrations, or Microsoft Power BI-supported reporting.

·         Exposure to Section 508 accessibility, security and privacy reviews, records-management requirements, Authority to Operate activities, organizational change management, product communications, training, or user adoption.

EDUCATION:

·        Bachelor's degree in Business Administration, Product Management, Information Systems, Public Administration, or a related discipline, or an equivalent combination of education, professional certifications, and relevant experience.

CLEARANCE:

·         Must be able to obtain and maintain a Public Trust clearance.
