We are seeking a Senior Business Analyst to support a mission-focused enterprise modernization effort within the Department of Veterans Affairs. Working with Product Owners, business subject matter experts, Salesforce architects, administrators, developers, UI/UX specialists, data and integration resources, quality assurance personnel, and security and compliance stakeholders, the Senior Business Analyst will lead business discovery and requirements analysis for Salesforce Service Cloud and an Experience Cloud Applicant Portal. The role supports process analysis, backlog development, business rules, data and integration requirements, reporting, testing, release readiness, and Hypercare. Success requires the ability to translate complex case-management and regulatory processes into clear, testable requirements while maintaining traceability, scope discipline, and effective stakeholder alignment throughout Agile delivery.
DUTIES AND RESPONSIBILITIES:
· Lead discovery, requirements, and process-analysis workshops with Product Owners, business subject matter experts, internal users, and other stakeholders across Accreditation, profile management, the Applicant Portal, document services, integrations, data migration, and reporting.
· Analyze current-state and future-state business processes; document user roles, activities, handoffs, decision points, business rules, exceptions, controls, pain points, and opportunities for standardized workflow automation.
· Elicit, validate, organize, and prioritize approved business, functional, and non-functional requirements and translate them into epics, features, user stories, acceptance criteria, process models, and other implementation-ready artifacts.
· Partner with Product Owners and stakeholders to define the Minimum Viable Accreditation Platform scope, business objectives, success measures, implementation priorities, and backlog readiness for Program Increment and sprint planning.
· Define requirements for complex case-management and accreditation lifecycle processes, including intake, profile management, reviews, investigations, determinations, renewals, reinstatements, transfers, appeals, tasking, approvals, correspondence, status management, and audit history.
· Collaborate with UI/UX specialists to define user journeys, forms, content, navigation, dashboards, self-service interactions, document submission, status tracking, messaging, and accessibility needs for internal users and external applicants.
· Work with Salesforce architects, administrators, developers, and Flow resources to clarify requirements, evaluate feasibility, support configuration-first and reusable solution approaches, and confirm that delivered functionality satisfies approved business intent.
· Analyze and document business requirements for legacy data migration, data definitions, mappings, validation rules, duplicate handling, reconciliation, document metadata, records retention, and business certification of converted information.
· Define business and interface requirements for approved integrations and enterprise services, including the Digital Integration Platform, SharePoint Online, email, notifications, document services, and reporting capabilities.
· Develop reporting and analytics requirements for workload management, processing timelines, operational performance, service-level monitoring, auditability, and management decision support.
· Incorporate security, privacy, records-management, role-based access, sensitive-data handling, and Section 508 considerations into requirements and acceptance criteria in coordination with appropriate specialists.
· Maintain requirements traceability, decision records, assumptions, risks, issues, dependencies, and change impacts; distinguish approved requirements from new scope and support formal governance and change-control processes.
· Participate in two-week Agile sprints, Program Increment planning, backlog refinement, estimation, sprint reviews, demonstrations, retrospectives, release planning, and cross-functional business and technical working sessions.
· Develop and review business test scenarios; support System Integration Testing, User Acceptance Testing, defect triage, correction validation, formal business acceptance, production deployment, Hypercare, and operational transition.
KNOWLEDGE AND SKILLS REQUIRED:
· 5+ years of business analysis, business systems analysis, or requirements-management experience supporting enterprise software modernization, CRM, case-management, workflow, or similarly complex business applications.
· Demonstrated ability to lead requirements elicitation and stakeholder workshops, analyze current- and future-state processes, and document business rules, decision points, exceptions, controls, and measurable outcomes.
· Strong experience developing epics, features, user stories, acceptance criteria, process models, requirements packages, traceability matrices, and prioritized backlogs that are clear to both business and technical teams.
· Experience working in Agile delivery environments, including backlog refinement, sprint planning and reviews, iterative demonstrations, release planning, and collaboration with Product Owners and cross-functional delivery teams.
· Experience analyzing complex, document-intensive or regulated workflows involving intake, reviews, approvals, correspondence, status tracking, reporting, and audit requirements.
· Working knowledge of configurable enterprise platforms, CRM solutions, or low-code workflow technologies, with the ability to collaborate with architects and implementation teams without assuming technical design ownership.
· Experience defining business requirements for data migration, data quality, mappings, integrations, document management, notifications, reports, dashboards, and operational metrics.
· Experience developing business test scenarios, supporting System Integration Testing and User Acceptance Testing, managing requirements-to-test traceability, triaging defects, and validating corrected functionality.
· Ability to identify and document security, privacy, records-management, accessibility, and role-based access considerations for solutions that handle sensitive or personally identifiable information.
· Strong facilitation, analytical, written, and verbal communication skills, with the ability to resolve ambiguity, synthesize input, present recommendations, and build alignment among technical and non-technical stakeholders.
· Ability to work independently across multiple workstreams, manage priorities and dependencies, maintain scope discipline, and carry assigned analysis from discovery through deployment and post-release support.
KNOWLEDGE AND SKILLS DESIRED:
· Experience supporting Salesforce Service Cloud, Experience Cloud, Salesforce Flow, or comparable enterprise CRM and self-service portal implementations.
· Experience supporting Federal, state, healthcare, legal, licensing, credentialing, accreditation, financial, or other regulated environments; Department of Veterans Affairs experience is a plus.
· Professional certification such as Salesforce Certified Business Analyst, IIBA CBAP or CCBA, PMI-PBA, Certified Scrum Product Owner, or SAFe certification is preferred but not required.
· Experience using Azure DevOps, Jira, or comparable tools for backlog management, requirements traceability, defect tracking, and Agile delivery reporting.
· Familiarity with SharePoint Online, MuleSoft, the VA Digital Integration Platform, enterprise document services, legacy data migration, or API-based integration initiatives.
· Exposure to Section 508 accessibility, security and privacy reviews, records-management requirements, audit evidence, or Authority to Operate activities.
· Experience defining operational reports, dashboards, performance measures, or Microsoft Power BI-supported executive reporting.
EDUCATION:
· Bachelor's degree in Business Administration, Information Systems, Computer Science, Public Administration, Management, or a related discipline, or an equivalent combination of education, professional certifications, and relevant experience.
CLEARANCE:
· Must be able to obtain and maintain a Public Trust clearance.
