@Orchard LLC is seeking an experienced Federal Grants Program Operations Specialist to support the NOAA Office of Oceanic and Atmospheric Research (OAR), National Sea Grant College Program. The Federal Grants Program Operations Specialist provides operational, administrative, and programmatic support across the full lifecycle of NOAA's National Sea Grant programs. Working closely with Government program managers, academic institutions, and members of the National Sea Grant Network, this position coordinates competitive grant processes, supports fellowship and program operations, manages program documentation and communications, and assists with program evaluation and stakeholder engagement. The ideal candidate is a highly organized federal grants professional with experience supporting complex programs, coordinating multiple priorities, and ensuring compliance with federal policies while contributing to the successful delivery of NOAA's mission. This position is contingent upon contract award.

Responsibilities
- Support grant administration and application processing.
- Maintain and reconcile program databases including PIER.
- Coordinate communications, meetings, and taskers.
- Prepare reports and maintain program records.
- Support fellowship administration and operational continuity.
- Assist Grants Specialist with program execution.
Requirements
- Bachelor's degree in business administration, environmental science, marine science, or related field.
- A minimum of 2 years of administrative or program support experience.
- Strong preference for applicants with experience in federal grants management lifecycle and relevant program support within a NOAA mission-driven environment/contract.
- Must have strong organizational and communication skills.
- Experience using grant management systems, databases, or other enterprise applications to support records management.
- Proficiency using Microsoft Office 365 and Google Workspace (Docs, Sheets, Slides, Drive), with the ability to prepare professional reports, presentations, spreadsheets, and collaborative documents.
- Must be available for occasional travel to the program HQ.
- Experience with scientific or research programs is preferred.
