Red Switch Technician II will supervisor Red Switch Technician I personnel and operate and maintain (O&M) the Defense Red Switch Network (DRSN) facility in accordance with Defense Information Systems Agency (DISA) regulations and guidelines. Responsible for organizing and implementing system and facility upgrades with Raytheon, DISA, and local agencies. Prepare and maintain DRSN facility in accordance with various agency checklist requirements such as Quality Control (QC), DRSN Security, DISA Performance Evaluation (PE), Communications Security (COMSEC), etc. Train DRSN technicians and military deployment teams on operation, maintenance, and troubleshooting of equipment. Brief various levels of management within the civilian and military sector on DRSN operations and requirements. Responsible for ensuring subscribers are trained on the features and capabilities of their phone instruments and are operating their DRSN phones within the prescribed security requirements. Responsible for providing DRSN Operations and Maintenance (O&M) support. Program: OMDAC-SWACA

Responsibilities
- O&M of the Digital Small Switch (DSS-2A). Monitor trunk and circuit outages as well as the administrative terminal and Enhanced Command Console (ECC).
- Perform direct trunk dialing checks on trunk channels associated with the switch to ensure satisfactory operation of voice circuits (at least once each shift and following any trunk failure).
- Perform Preventive Maintenance Inspections (PMIs) on the switch and peripheral equipment.
- Create and update databases in the administrative terminal using information received from users, Raytheon, and DISA.
- Perform database backups to CD-R discs.
- Perform database downloads to update switch configurations.
- Update and print out telephone console information and line strips for users.
- Fabricate custom interface cables using hand tools and wiring diagrams.
- Escort individuals requiring access to the Red Switch in the performance of their duties.
- Ensure that all outages are reported in a timely manner to the DISA GNOSC, NOC-K, TCF, V2X management for tracking in Army Enterprise Service Management Platform (AESMP) ticketing system.
- Provide hourly status updates to designated agencies in regard to outages, etc.
- Annotate all activities in the Master Station Log (MSL) database.
- Prepare call detail history reports for DISA and military personnel as directed.
- Contribute to weekly reports with regard to your additional duties and other assigned tasks.
- Complete individual timesheets on a daily basis.
- Check the Regional Cyber Center (RCC) website for accuracy with regard to authorized service interruptions (ASIs) and outages.
- Initiate Quality Control checklists as they pertain to your additional duties.
- Update training records as needed.
- Update memorandums and technical drawings (including block diagrams and schematics) as directed. Inventory Communications Security (COMSEC) equipment and document DA Form 2653-R (each shift).
- Work with military technical monitor(s), Special Security Office (SSO) and other Department of Defense contractors and civilians including local hires in support of the DRSN mission.
- Interface with technicians from Outside Plant, DPW, etc. regarding installations in support of the DRSN mission.
- Coordinate with the Raytheon Help Desk for troubleshooting problems that cannot be resolved locally.
- Contact the Return Merchandise Authorization (RMA) Help Desk in order to obtain a RMA for processing depot equipment repairs.
- Performs other duties and assignments as required.
Qualifications
- Qualifications:
- Security Clearance:
- Active Top Secret SSBI within the past two years.
- Individual must be eligible for Sensitive Compartmentalized Information (SCI) Access.
- Education / Certifications: One year of related experience may be substituted for one year of education, if a degree is required.
- High School Diploma required.
- Bachelor's Degree in IT or related field preferred.
- Cardiopulmonary Resuscitation (CPR) (Training provided by contract)
- This position requires candidates to adhere to DISA requirement. All candidates are required to maintain at least one (1) baseline certification.
- The authorized certification for this job title are listed as follows:
- Experience: One year of related academic study above the high school level may be substituted for one year of experience up to a maximum of a 4-year bachelor's degree for three years general experience.
- Seven years' experience in Communications-Electronics Maintenance functions:
- installation, troubleshooting and repair of electronic communications equipment.
- Use of phone
- Digital sender, and desktop computer in a fast-paced office environment is desirable.
- A working knowledge of Microsoft Office software is required. Must be able to work rotating shift schedules which provide 24-hour day/7-day week coverage.
- Military or civilian technical training course of six (6) months or more is required.
- This should be followed by a minimum of 24 months of on-the-job training (OJT).
- A certificate of completion will suffice until verification of the training on your DD-214 can be completed.
- Experience with a customer service-oriented company.
- SUPERVISORY / BUDGETARY RESPONSIBILITIES
- At least two years of supervisory or lead experience is preferred.
- Update proprietary applications regarding:
- Update section employee daily status, leave, sick, on site, etc.
- Verify and track accomplishment of section monthly or quarterly safety and compliance training
- Purge section employee expired certifications
- Verify section employee compliance training in Virtual Training Record
- Verify section vehicle logs are being kept accurately and uploaded
- Ensure section personnel are maintaining their 8570 / 8140 certifications
- Review weekly training compliance reports for accomplishment prior to suspense.
- Review and approve leave forms ensuring before approval all compliance training is current.
- Coordinate transportation and integration of new and returning employees.
- Document and promptly counsel poor performance and policy violations.
- Enforce all V2X, GO 1, and dress code policies.
- Provide annual employee appraisal feedback in a professional and constructive manner.

- Ensure the safety of personnel and monthly safety inspections are properly conducted.
- Communicate effectively up and down the chain of command.
- Manage work schedules.
