Job Description

Duties

  • Exercises delegated managerial authority to set a series of annual and multiyear work plans and associated schedules.
  • Coordinates, directs, and oversees work requirements and execution through branch chiefs and planners, including work requirements being performed by contractors.
  • Proposes efficiency-enhancing organizational changes and identifies ways to improve productivity and increase quality of work performed.
  • Assesses capabilities and capacities and determines when to utilize other agencies or contract out work.
  • Devises and maintains record-keeping systems to provide required information on mission accomplishment, production status, control of costs, and productivity enhancements.
  • Provides direction through branch chiefs and planners for the technical, professional, mechanical, and administrative functions of the Directorate.
  • Reviews program performance and recommends awards for non-supervisory personnel based on work and changes in position classification requirements to higher level officials.
  • Administers a wide variety of management programs (e.g., safety, cost reduction, sick leave and overtime usage, value engineering, etc.).

  • This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
  • at the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (can overlap).

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes developing annual and multiyear work plans and schedules for technical programs; coordinating workload requirements with stakeholders while advising on resources and process improvements; and experience guiding teams by interpreting program objectives, identifying workforce skill requirements and training needs, and reviewing work products for accuracy and compliance with policy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
