Job Description:
Serves as the senior on-site Project Manager and the single management focal point for DLA’s Video Operations Center (VOC) Support Services. The Agile Project Manager leads the integrated delivery of project management, 24x7 VTC operations, streaming video, IPTV/digital signage, SBC/CUBE and E911 support, engineering, reporting, inventory, transition, quality, security, and knowledge-transfer requirements. This position coordinates closely with the Program Manager, Contracting Officer, COR/COTR, Government leadership, engineering teams, customer stakeholders, vendors, carriers, and partner contractors to ensure all PWS requirements are completed accurately, on schedule, and in compliance with DLA policies.
• Lead and supervise the multidisciplinary VOC team, including VTC operations, administrators, telecom engineers, and supporting personnel; allocate resources and maintain coverage for required on-site, core-hours, after-hours, and 24x7 services.
• Develop and maintain the Task Order Management Plan, project plans, transition plan, staffing plan, schedules, milestones, risks, quality controls, and management processes for initiation, site survey, implementation, post-installation, and sustainment activities.
• Oversee roadmap definition, work prioritization, engineering coordination, change management, lifecycle planning, vulnerability remediation, technology refresh, continuity, and operational readiness across VTC, SV, IPTV/digital signage, SBC/CUBE, and E911 services.
• Ensure timely and accurate delivery of the Daily VTC Services Update, Monthly Progress Report, monthly invoices, GFE inventory report, 8570/8140 report, staffing/organization chart, status reports, IPR materials, meeting minutes, and as-needed POA&Ms and CAC reports.
• Coordinate secure and unsecure conference support, senior-leader events, incident escalation, ServiceNow ticket management, vendor support, carrier coordination, and Government communications to maintain continuity of operations.
• Ensure compliance with DLA configuration management processes, DISA STIGs, DoD cybersecurity directives, enterprise policies, audit requirements, approved procedures, and security restrictions for NIPR/SIPR operations.
• Conduct kick-off meetings, in-process reviews, status briefings, and customer meetings; identify performance issues, implement corrective actions, and maintain accurate, complete, and professional documentation.
• Provide and oversee knowledge transfer, SOPs, CONOPS, troubleshooting guides, quick-reference materials, and training sufficient for DLA personnel to sustain supported capabilities.
• Maintain sufficient technical familiarity and current networking credentials to provide operational coverage and perform subordinate VOC support functions when required.
Preferred experience:
• Experience managing enterprise DoD or Federal VTC, unified communications, collaboration, network, or telecommunications operations in a multi-site environment.
• Experience supporting DLA, DISA, or comparable mission-critical 24x7 operations.
• Experience with Cisco collaboration technologies, ServiceNow, configuration management, cybersecurity compliance, and Government reporting.
Qualifications (Must Haves):
• Project Management certification, such as Project Management Professional (PMP) or another recognized project management certification.
• Seven (7) years of relevant experience and six (6) years of leadership experience with progressively higher responsibility in the public and/or private sector in IT and/or consulting.
• Bachelor’s degree (BS or BA), or four (4) additional years of related experience in lieu of the degree.
• Current baseline networking certification supporting operational coverage responsibilities.
• DoD-approved 8570/8140 baseline certification at IAM Level II.
• Active Top Secret (TS) clearance.
• Availability to begin work on the effective start date and ability to work on-site in Richmond or Columbus.
