We are seeking an experienced Training Specialist to lead role-based learning, organizational change support, communications, stakeholder engagement, and adoption activities for an enterprise Department of Veterans Affairs Pega Cloud modernization effort. The role aligns training and change activities with Agile releases, UAT, pilot events, production deployments, and onboarding of additional user communities so users are prepared to perform their work in the new system.
DUTIES AND RESPONSIBILITIES:
· Develop and maintain the Training and Change Management Plan, role-based training matrix, delivery schedule, stakeholder approach, and readiness measures.
· Conduct training-needs analysis, stakeholder segmentation, change-impact assessment, communication planning, and user-readiness activities.
· Design introductory, advanced, technical, and role-specific learning paths for planners, analysts, approvers, administrators, executives, and support personnel.
· Develop and update instructor-led materials, eLearning content, hands-on exercises, simulations, user manuals, quick-reference guides, FAQs, and job aids.
· Deliver virtual instructor-led sessions, targeted refreshers, office hours, Q&A sessions, train-the-trainer activities, and knowledge transfer.
· Develop stakeholder communications such as leadership briefings, announcements, newsletters, FAQs, visual aids, and role-specific messages.
· Coordinate content with Product Owners, analysts, workflow specialists, developers, testers, administrators, support personnel, and technical writers.
· Align training and communications with sprint demonstrations, UAT, release readiness, deployment, hypercare, and phased onboarding of additional organizations.
· Maintain training records, attendance, assessments, feedback, materials, and version history in approved repositories.
· Monitor completion, user feedback, support demand, workflow errors, and adoption trends to target reinforcement and improve materials.
KNOWLEDGE AND SKILLS REQUIRED:
· 5+ years of experience in training, instructional design, organizational change management, stakeholder communications, user adoption, or related IT implementation support.
· Experience designing and delivering role-based virtual training, hands-on learning, quick-reference materials, FAQs, user guides, and train-the-trainer content.
· Practical understanding of stakeholder analysis, change impacts, readiness planning, communications, feedback loops, and adoption measurement.
· Ability to translate system functionality, workflows, user roles, and business processes into clear learning and communications products.
· Experience coordinating training with Product Owners, analysts, developers, testers, support teams, and release milestones.
· Strong facilitation, presentation, written communication, stakeholder-engagement, and organizational skills.
· Experience with Teams, PowerPoint, Word, SharePoint, learning-management systems, eLearning tools, or comparable platforms.
· Ability to manage multiple audiences, training events, content updates, and deadlines in a remote client environment.
KNOWLEDGE AND SKILLS DESIRED:
· Experience in Federal, financial, acquisition, health, or another regulated stakeholder environment; VA experience is a plus, not a requirement.
· Experience supporting enterprise SaaS, Pega, workflow modernization, business-process change, or user onboarding at scale.
· Working knowledge of accessible training content, in-application guidance, simulations, office hours, or adoption analytics.
· Prosci, ACMP, instructional-design, Agile, facilitation, or training certification is preferred, but not required.
EDUCATION:
· Bachelor’s degree in Education, Instructional Design, Communications, Organizational Development, Business Administration, Information Systems, or a related discipline, or an equivalent combination of education and experience.
CLEARANCE:
· Must be able to obtain and maintain a Public Trust clearance.
