We are seeking an experienced Configuration / Release Manager to control baselines, changes, releases, deployment coordination, and repository governance for an enterprise Department of Veterans Affairs Pega Cloud modernization effort. The role protects traceability and auditability while enabling predictable Agile delivery through disciplined change assessment, CCB/CAB coordination, version management, release planning, rollback readiness, and post-deployment reporting.
DUTIES AND RESPONSIBILITIES:
· Develop and maintain configuration-management, configuration/change-management, and release-management plans and procedures.
· Identify configuration items and maintain authoritative baselines for software, configurations, environments, data definitions, interfaces, documents, and release artifacts.
· Establish and enforce processes for submitting, assessing, reviewing, approving, implementing, verifying, and closing changes.
· Prepare change packages and participate in CCB/CAB proceedings, including technical, business, schedule, security, data, testing, and operational impact analysis.
· Maintain change-request logs, configuration records, version histories, baseline documentation, monthly summaries, and audit trails for approved, rejected, and deferred changes.
· Develop and maintain release plans covering scope, objectives, timelines, dependencies, testing milestones, deployment windows, approvals, communications, rollback, and risk mitigation.
· Audit build packages and release candidates for configuration, documentation, test, security, accessibility, and deployment-readiness requirements.
· Coordinate with development, testing, platform administration, data/integration, security, support, and Government stakeholders throughout release execution.
· Support approved repositories and CI/CD promotion practices using tools such as GitHub, Jira, ServiceNow, Confluence, SharePoint, or Azure DevOps.
· Lead post-deployment validation, issue capture, release retrospectives, and post-deployment reporting while preserving end-to-end traceability.
KNOWLEDGE AND SKILLS REQUIRED:
· 6+ years of experience in configuration management, change management, release management, deployment coordination, DevOps governance, or IT service management.
· Experience establishing and maintaining configuration baselines, configuration-item records, change logs, version histories, release plans, and deployment evidence.
· Practical knowledge of CCB/CAB processes, change-impact analysis, release-readiness gates, rollback planning, and post-deployment review.
· Experience supporting Agile software delivery, SaaS implementations, enterprise applications, or workflow modernization.
· Working knowledge of source control, artifact repositories, CI/CD promotion, environment management, and configuration audit practices.
· Experience coordinating across developers, testers, administrators, security teams, support teams, business stakeholders, and clients.
· Strong organizational, analytical, written communication, and documentation skills.
· Experience with tools such as Jira, GitHub, ServiceNow, Confluence, SharePoint, Teams, Azure DevOps, or comparable platforms.
KNOWLEDGE AND SKILLS DESIRED:
· Experience in Federal, financial, health, or another regulated delivery environment; Department of Veterans Affairs experience is beneficial but not required.
· Familiarity with Pega, low-code SaaS, Pega Deployment Manager, DevSecOps, or cloud release governance.
· Working knowledge of FedRAMP, NIST controls, Section 508, CMDBs, or continuous monitoring.
· ITIL, SAFe, DevOps, configuration-management, release-management, or comparable certification is preferred, but not required.
EDUCATION:
· Bachelor’s degree in Computer Science, Information Systems, Engineering, Business Administration, Project Management, or a related discipline, or an equivalent combination of education and experience.
CLEARANCE:
· Must be able to obtain and maintain a Public Trust clearance.
