Job Description

JOB SUMMARY

This fast-paced position is responsible for the management of human resources (HR) for assigned location(s). The HRM implements and ensures compliance with government regulations and Company HR policies. It manages recruitment, hiring, onboarding, employee retention and is engaged in benefits processes, along with additional generalist tasks in the HR function.

Ideal candidates possess leadership experience, excellent interpersonal skills, and understand the importance of alignment to business objectives in a professional environment.

ESSENTIAL FUNCTIONS

Core Duties Include:
  • Provides management oversight of and carrying out Company HR policies and procedures within assigned location/area of responsibility. Supports leadership in achieving goals through effective HR practices.
  • Provides direction for recruiting efforts including formulation of recruiting and staffing strategy, oversees tracking, manages recruiting process to identify candidates for positions in assigned locations it includes selecting staff and provides orientation for new staff members; utilizes broad range of recruitment sources to meet staffing and EEO/Affirmative Action requirements.
  • Advises management in regard to employee retention efforts and assists in implementing plans.
  • Acts to ensure compliance with FLSA and other applicable statutes and regulations related to HR. This includes the Service Contract Act, where applicable.
  • Audits location/branch office HR practices and files annually or more frequently as deemed necessary. Oversees promotions process, applicant logs and ensures appropriate selection criteria are established for each open position.
  • Keeps management and staff advised of new regulations and company policies related to human resources; monitors and reports on progress toward Affirmative Action goals and related issues.
  • Manages and administers employee benefit plans on the local level based on eligibility as defined by company programs and client contracts to include changes in employment statuses (e.g., site and position changes, LOAs, terminations and new client contracts)
  • Manages and oversees worker's compensation claims and OSHA reporting in accordance with Company policy and procedure.
  • Oversees terminations and corresponding process to include prior to occurrence, participates in unemployment, wage/hour and EEOC hearings; may assist in preparation of data for OFCCP audits and Affirmative Action Plans.
  • Keeps management and staff advised of new regulations and company policies in a timely manner. Works with corporate HR and serves as a liaison related to Company HR initiatives across all HR functions to include, but not limited to EEO / Affirmative Action, Employee Relations, Compensation and Benefits, and recruiting.
  • May be responsible for conducting investigations pertaining to employee complaints to include those that surface through the Company hotline and ensures the process is completed timely and per Company policy.
  • Analyzes and provides advice to supervisors and managers on methods and approaches to resolve employee work problems; as directed, conducts employee counseling and disciplinary procedures. Assists management in performance management and regarding general human resources issues. Provides training on related issues as required.
  • Participates in payroll administration.
  • Performs additional functions, duties and specific tasks of a similar nature and scope as necessary in order to achieve assigned business objectives.


  • Minimum Requirements

    MINIMUM QUALIFICATIONS AT ENTRY

    Additional qualifications may be specified and receive preference depending upon the nature of the position

    Basic Qualifications
    • U.S. citizenship preferred
    • At least 18 years of age
    • Ability to acquire and maintain the required level of Department of Defense (DoD) Security Clearance. Must have a minimum of an active Interim Secret granted, where applicable.
    • Ability to acquire and maintain any other specific special clearances/access requirements.

    Education/Experience
    • Bachelor's degree in an HR-related field, or associate degree and 2 years of progressively responsible HR experience, or
    • An equivalent combination of education and experience sufficient to perform the essential functions of the job, as determined by the company. Additional relevant experience can be substituted for the required education on the basis of one calendar year of experience for one academic year of education
    • Candidates with HR supervisory and / or management experience are preferred

    Background Prerequisites

    Must undergo and meet company standards for background and reference checks, controlled substance testing, and behavioral selection survey, in addition to any mandatory licensing requirements.

    Competencies (as demonstrated through experience, training, and/or testing)
    • Knowledge of laws and regulations related to HR, including EEO and FLSA.
    • Knowledge of recruiting practices, techniques and sources.
    • Thorough understanding of standard office procedures and practices.
    • Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form.
    • Use of personal computer and standard office productivity software, including word processing and spreadsheet applications.
    • Skill in recruiting and interviewing.
    • Ability to conduct counseling in routine disciplinary matters.
    • Ability to read, analyze, and interpret various internal and external documents and reports.
    • Ability to write reports and correspondence in a clear and concise manner.
    • Excellent time management, planning and organizing skills. Ability to prioritize work.
    • Ability to interact effectively at all levels and across diverse cultures. Ability to maintain professional composure when dealing with emotional or confrontational circumstances.
    • Ability to be an effective team member and handle projects responsibly.
    • Courteous telephone manner.
    • Strong customer and results orientation.
    • Ability to travel as business needs dictate.

    WORKING CONDITIONS (Physical/Mental Demands)

    With or without reasonable accommodation, requires the physical and mental capacity to perform effectively all essential functions. In addition to other demands, the demands of the job include:
    • Maintaining composure in dealing with executives, clients, prospects and staff, in group settings and in situations requiring high performance and results.
    • Must undergo and meet company standards for background and reference checks, controlled substance testing, and behavioral selection survey.

    The wage range for this position is $90,000-$110,000.
