SOSi is seeking a highly accomplished and industry-recognized Senior Proposal Manager to join our Proposal Development team at our headquarters in Reston, Virginia. The successful candidate will provide strategic leadership and management oversight throughout the proposal development lifecycle, ensuring the delivery of compelling, compliant, and customer-focused proposals that support company growth objectives. Essential Job Duties
- Lead and mentor cross-functional proposal teams, fostering collaboration and driving the development of innovative, customer-centric proposal solutions.
- Analyze and interpret Requests for Proposals (RFPs), identify proposal requirements, create compliant outlines, and develop compliance matrices to guide volume leads and authors.
- Support the development and execution of proposal strategies and win themes throughout the proposal lifecycle.
- Participate in strategy sessions and oversee the creation and execution of Proposal Management Plans (PMPs).
- Partner closely with Capture Managers to develop and implement winning strategies for corporate-led opportunities.
- Create content plans that effectively address technical, management, and overall proposal evaluation criteria.
- Develop, maintain, and implement proposal management tools and processes to track progress, mitigate risks, and ensure adherence to proposal schedules and milestones.
- Build and manage proposal teams by coordinating with organizational leadership to identify key contributors and allocate appropriate resources.
- Direct and coordinate technical, management, past performance, staffing, and schedule-related proposal activities in accordance with solicitation requirements and SOSi proposal processes.
- Collaborate with external teaming partners to ensure the delivery of high-quality, compliant proposal submissions.
- Utilize compliance and cross-reference matrices to ensure traceability across proposal volumes and alignment with solicitation requirements.
- Lead proposal color team reviews and drive continuous improvement through the review process.
- Contribute to proposal development by writing and editing sections, including management plans, past performance narratives, and key personnel resumes, as needed.
- Conduct compliance reviews and provide peer-review support on other business development efforts.
- Perform additional duties as assigned.
Qualifications
Minimum Requirements
- Must be able to obtain a Secret clearance.
- Bachelor's degree or an equivalent combination of education and relevant professional experience.
- Minimum of 10 years of progressively responsible proposal development experience, including at least 5 years as a Proposal Manager within the federal government contracting environment.
- Formal proposal or capture management training, such as Shipley Associates or a comparable methodology.
- Proven ability to analyze complex RFPs, develop compliant proposal structures, identify required resources, and ensure proposal responsiveness.
- Demonstrated success leading proposal teams, conducting status meetings, and managing the end-to-end proposal development process.
- Experience facilitating early-stage solutioning sessions, including Blue Team reviews and strategy workshops.
- Strong critical-thinking, analytical, and problem-solving abilities.
- Excellent verbal and written communication skills.
- Ability to thrive in a fast-paced, dynamic, and growth-oriented environment.
- Exceptional organizational skills with the ability to manage multiple priorities and deadlines simultaneously.
Preferred Qualifications
- Active in scope Secret security clearance.
- Master's degree in a relevant discipline.
- Professional certifications, affiliations, or memberships with organizations such as APMP (Association of Proposal Management Professionals) and/or NCMA (National Contract Management Association).
