Job Description

## Position Overview

aXseum is seeking an experienced **Project Manager** to lead a federal civilian Human Resources support contract for the U.S. Coast Guard’s Office of Civilian Human Resources in Washington, DC.

The Project Manager will serve as the contractor’s designated **Key Personnel** and primary point of contact for the Government Contracting Officer and Contracting Officer’s Representative. The individual will oversee a multidisciplinary team delivering federal position classification, staffing and recruitment, personnel-processing, retirement, and related HR support services.

The successful candidate will be responsible for contract performance, personnel management, quality assurance, schedule execution, financial monitoring, Government reporting, security onboarding, risk management, and customer coordination.

## Key Responsibilities

* Serve as the contractor’s primary point of contact for the Contracting Officer, Contracting Officer’s Representative, and other Government stakeholders.
* Maintain overall responsibility for all contractor work performed under the task order.
* Lead and manage personnel supporting:

* Federal position classification and position-description development;
* Federal staffing, recruitment, and applicant qualification analysis;
* Personnel-action processing and Official Personnel Folder support; and
* Federal voluntary and disability retirement processing.
* Develop and maintain project work plans, staffing plans, schedules, task assignments, performance metrics, and risk registers.
* Coordinate work across all functional areas to ensure deliverables are consistent with Coast Guard objectives and contract requirements.
* Monitor employee productivity, workload, quality, timeliness, and compliance with applicable performance standards.
* Establish quality-control procedures designed to achieve required accuracy, completeness, and on-time delivery standards.
* Track labor utilization, direct costs, financial obligations, and overall Firm-Fixed-Price contract performance.
* Prepare and submit monthly progress reports within five business days after each reporting period.
* Include labor hours by category, technical progress, schedule status, direct costs, risks, concerns, and recommendations in monthly reports.
* Conduct recurring status meetings and performance reviews with Government stakeholders.
* Respond to requests for discussion or resolution of technical issues within three hours during required business hours.
* Manage employee recruiting, onboarding, retention, performance, leave coverage, replacement, and continuity.
* Coordinate Mission Partner Identity, Credential and Access Management, National Background Investigation Services processing, Common Access Card issuance, required security training, and system-access provisioning.
* Ensure contractor personnel properly safeguard Privacy Act information, personally identifiable information, controlled unclassified information, personnel records, and other sensitive Government information.
* Ensure electronic reports, documents, and forms comply with applicable Section 508 accessibility requirements.
* Identify and escalate performance, staffing, schedule, financial, security, or customer-service risks before they affect contract delivery.
* Ensure compliance with all task-order terms, Coast Guard procedures, DHS requirements, and applicable federal policies.

## Minimum Qualifications

Candidates must meet one of the following education and experience combinations:

* Bachelor’s degree and at least two years of progressive project leadership and management experience; or
* Associate degree and at least five years of progressive project leadership and management experience.

Candidates must also possess:

* Demonstrated experience managing professional-services teams, projects, contracts, or task orders.
* Experience managing schedules, personnel, deliverables, performance metrics, risks, and customer communications.
* Strong written and verbal communication skills.
* Ability to prepare clear management reports, executive summaries, performance metrics, and corrective-action plans.
* Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and Teams.
* Ability to work effectively with Government customers, contractor personnel, subcontractors, and senior stakeholders.
* Ability to remain available by telephone between 8:00 a.m. and 4:30 p.m. Eastern Time, Monday through Friday.
* Ability to support meetings and contract activities at U.S. Coast Guard Headquarters in Washington, DC.
* Ability to satisfy DHS/USCG personnel-suitability requirements and obtain and maintain a Common Access Card.
* Ability to protect sensitive personnel, payroll, retirement, Privacy Act, and personally identifiable information.

## Preferred Qualifications

* Experience managing federal civilian Human Resources operations or HR support contracts.
* Experience overseeing teams performing federal position classification, staffing, personnel processing, benefits, or retirement services.
* Familiarity with Office of Personnel Management regulations, classification standards, and the Guide to Processing Personnel Actions.
* Familiarity with USA Staffing, USA Hire, EmpowHR, National Finance Center systems, electronic Official Personnel Folders, or similar federal HR systems.
* Prior experience supporting the Department of Homeland Security, U.S. Coast Guard, Department of Defense, or another federal civilian HR organization.
* Experience managing a Firm-Fixed-Price federal contract or task order.
* Experience managing geographically distributed or hybrid teams.
* Experience with federal contractor onboarding, background investigations, CAC processing, and Government system-access coordination.
* Experience managing quality-control programs with measurable accuracy and timeliness standards.
* Project Management Professional certification or another recognized project-management credential.
* Knowledge of Section 508, the Privacy Act, PII protection, and federal information-safeguarding requirements.

## Work Environment

The primary place of performance is the U.S. Coast Guard Headquarters at the Douglas A. Munro Coast Guard Headquarters Building in Washington, DC. Remote or telework arrangements may be authorized for appropriate tasks at the Government’s discretion.

Work will generally be performed Monday through Friday during normal Government business hours. Occasional work outside normal hours, including weekends or federal holidays, may be required to meet mission or contract requirements.

Travel is not anticipated.

## Security and Access

This position supports an **unclassified** requirement. A Secret or Top Secret security clearance is not currently identified.

The selected candidate must successfully complete all Government-required identity, suitability, background-investigation, security-training, nondisclosure, and access procedures. The candidate must be eligible to obtain and maintain a Common Access Card through DHS/USCG Mission Partner Identity, Credential and Access Management and National Background Investigation Services processes.

Failure to obtain required Government access may affect eligibility to perform the position.
