Job Summary:

The Scrum Master will lead and facilitate Agile software-development processes for the MSHA MSIS/MCAS modernization program. The individual will support development teams responsible for modernizing the Qualification and Certification, Miner Identification Number, and Issuance systems. The Scrum Master will facilitate Agile ceremonies, promote consistent Agile practices, remove impediments, improve team collaboration, maintain delivery visibility, and help ensure that the backlog, user stories, acceptance criteria, sprint plans, and delivery metrics support successful software releases. The candidate must demonstrate at least three years of experience leading Agile development processes and enabling the successful implementation of Agile principles and practices within software-development teams.
Key Responsibilities

• Facilitate Agile software-development processes across one or more modernization teams.
• Lead sprint planning, daily Scrum meetings, backlog refinement, sprint reviews, and sprint retrospectives.
• Coordinate biweekly sprint-planning and backlog-grooming activities as directed by the Government.
• Work with product owners, business analysts, technical leads, developers, testers, security personnel, and project-management personnel.
• Help develop and maintain the Agile story map and product roadmap.
• Support creation and continuous refinement of the product backlog.
• Ensure user stories contain clear descriptions, accurate acceptance criteria, estimates, dependencies, and traceability.
• Help teams maintain sufficient backlog readiness for future sprints.
• Facilitate estimation of epics, features, user stories, and tasks using the Government's established conventions.
• Support sprint-capacity planning and help teams select work that is consistent with available capacity.
• Track planned versus completed work, sprint velocity, throughput, defects, carryover, blockers, and delivery trends.
• Promote transparency by maintaining accurate Jira information and ensuring required fields and statuses are used consistently.
• Maintain traceability among roadmaps, epics, features, stories, tasks, defects, test cases, releases, and supporting documentation.
• Identify and facilitate removal of impediments affecting development, testing, accessibility, security, release, or stakeholder decisions.
• Facilitate communication between Government stakeholders and contractor delivery personnel.
• Support technical and functional clarification before work enters a sprint.
• Help ensure that acceptance criteria are understood before development begins.
• Encourage collaboration among developers, testers, technical leads, product owners, and stakeholders.
• Promote continuous improvement and help teams identify practical actions during retrospectives.
• Support release planning and ensure sprint activities align with approved release objectives.
• Help ensure required development, testing, documentation, security, and accessibility activities are represented in the backlog.
• Facilitate resolution of scope, priority, capacity, dependency, and sequencing issues.
• Support project reporting by providing Agile delivery metrics, status information, risk indicators, and forecasts.
• Assist with transition-in, team onboarding, Agile-process orientation, and transition-out knowledge transfer.
• Coach team members and stakeholders on the appropriate application of Agile principles and practices.
• Protect the team from avoidable disruption while maintaining appropriate transparency and responsiveness to Government priorities.

Required Skills and Qualifications:

• At least three years of experience leading Agile development processes.
• At least three years of experience facilitating and enabling Agile principles and practices within software-development teams.
• Demonstrated experience facilitating sprint planning, daily Scrum meetings, backlog refinement, sprint reviews, and retrospectives.
• Experience working with product owners, development teams, testers, technical leads, and project managers.
• Experience supporting product backlogs, user stories, acceptance criteria, estimation, and sprint-capacity planning.
• Experience identifying impediments and facilitating their resolution.
• Experience using an Agile lifecycle-management tool such as Jira.
• Experience tracking and reporting sprint velocity, throughput, defects, carryover, capacity, and delivery progress.
• Strong facilitation, communication, coaching, conflict-resolution, and stakeholder-management skills.
• Ability to work during the Government's required Eastern Time business hours.

Preferred Qualifications

• Certified ScrumMaster, Professional Scrum Master, SAFe Scrum Master, PMI Agile Certified Practitioner, or comparable credential.
• Experience supporting federal IT modernization programs.
• Experience with enterprise application-development teams using Angular, TypeScript, Java, .NET, or Oracle.
• Experience supporting DevSecOps and automated testing environments.
• Experience integrating security, accessibility, testing, documentation, and release requirements into Agile backlogs.
• Experience using Jira dashboards, reports, filters, workflows, and required-field configurations.
• Experience with Confluence, Git, ServiceNow, Teams, or SharePoint.
• Knowledge of Section 508 and WCAG accessibility requirements.
• Experience with distributed or fully remote Agile teams.
• Experience supporting firm-fixed-price software-development engagements.
• Experience with legacy application modernization and production-release coordination
