Job Summary:
The Project Manager will lead the contractor's delivery activities in support of the modernization of the Mine Safety and Health Administration's Qualification and Certification, Miner Identification Number, and Issuance systems. The Project Manager will be responsible for coordinating personnel, schedules, deliverables, risks, costs, quality-control activities, transition activities, and communications with stakeholders. The individual will work closely with the Government's Federal Project Manager, Contracting Officer's Representative, product owners, technical personnel, vendors, and other designated stakeholders. The successful candidate must demonstrate substantial technical and managerial experience delivering application-development and modernization projects of comparable scope and complexity

Key Responsibilities
- Manage contractor activities throughout the project lifecycle, including transition-in, modernization, development, testing, deployment, operations transition, and transition-out.
- Coordinate with the Government to refine project needs and maintain an appropriate team size, skill mix, and staffing level.
- Manage project resources, schedules, costs, deliverables, dependencies, risks, issues, and quality-control activities.
- Develop and maintain a Task Order Management Plan that includes a resource-loaded and cost-loaded schedule, key activities, deliverable dates, milestones, dependencies, and staffing levels.
- Maintain an integrated project schedule and ensure that contractual activities are completed within budget and schedule.
- Develop and maintain a detailed staffing plan that includes approved key personnel.
- Maintain a project risk register containing identified risks, impacts, mitigation actions, owners, and target resolution dates.
- Provide advance notice to the Government concerning funding, staffing, schedule, security, technical, or delivery risks.
- Prepare and deliver monthly progress reports addressing accomplishments, deliverables, problems, schedule deviations, current pricing, and level of effort.
- Maintain project-management workbooks, cost-variance worksheets, burn-up charts, burn-rate projections, personnel reports, equipment inventories, access lists, and escalation contacts.
- Track labor usage by individual, labor category, hours worked, and assigned duties.
- Coordinate invoice-detail reporting and support earned-value, financial-performance, and schedule-performance monitoring.
- Provide regular status briefings and formal presentations to DOL stakeholders.
- Coordinate effectively with development teams, testing teams, hosting providers, security personnel, support contractors, and other Government-designated vendors.
- Ensure project documentation is maintained in approved DOL repositories, which may include Jira, Confluence, Microsoft Teams, SharePoint, and Git.
- Oversee Agile ceremonies and delivery activities, including sprint planning, backlog refinement, daily Scrum meetings, sprint reviews, and retrospectives.
- Ensure that deliverables meet applicable quality, cybersecurity, Section 508, accessibility, documentation, and release-management requirements.
- Manage contractor personnel relationships, performance, continuity, onboarding, offboarding, and knowledge transfer.
- Ensure the project maintains adequate staffing and uninterrupted support during normal operating hours.
- Lead or support transition-in and transition-out planning to minimize service disruption and preserve institutional and technical knowledge.
- Serve as the contractor's primary management contact for daily operational matters and contract-performance activities.
- At least eight years of combined technical and managerial experience executing IT projects of similar scope and complexity.
- Active Project Management Professional certification.
- Bachelor's degree in information technology, engineering, quantitative analysis, or a related qualifying discipline.
- Two years of specialized experience may substitute for one year of the academic requirement.
- Demonstrated experience managing enterprise application-development, modernization, or systems-integration projects.
- Demonstrated experience managing project schedules, staffing, budgets, risks, issues, dependencies, and deliverables.
- Experience coordinating Agile software-development teams and project stakeholders.
- Experience producing executive-level project reports, briefings, schedules, risk registers, and performance metrics.
- Experience managing deliverables within a structured software development lifecycle.
- Ability to coordinate with technical, functional, security, accessibility, testing, and operations stakeholders.
- Strong written and verbal communication skills.
- Ability to work during the Government's required Eastern Time business hours.
- Ability to obtain and maintain the required DOL background approval and system access.
Preferred Qualifications:
- Experience managing federal civilian IT projects.
- Experience supporting the Department of Labor or another federal regulatory agency.
- Experience with firm-fixed-price task orders.
- Experience managing modernization of legacy web applications.
- Familiarity with Angular, TypeScript, Java, .NET, Oracle, Git, Jira, Confluence, and ServiceNow environments.
- Experience overseeing DevSecOps, continuous integration, automated testing, and release-management processes.
- Knowledge of Section 508, WCAG, the U.S. Web Design System, and federal digital-experience requirements.
- Experience with earned-value concepts, burn-rate projections, cost variance, and resource-loaded schedules.
- Experience managing systems that process sensitive information or personally identifiable information.
- Experience supporting NIST-aligned security authorization and vulnerability-remediation activities.
