Job Description

Seeking a highly skilled and mission-focused Business Analyst - Developer to provide direct support in modernizing enterprise requirements development and resourcing processes across a DoD environment.

The candidate will support enterprise-level financial management and IT modernization initiatives within a federal environment. This role requirea heavy mixture of financial and operation management knowledge (focus in accounting, budget, and acquisitions) and extensive data analytics and application development experience.

The candidate will leverage low-code,no-code platforms to help the client develop applications and tools to support operations and improve operstional efficiency. Expectation to be able to read code and scripting language. The candidate will engage with client stakeholders on a daily basis to understand current and desired state processes, and ensuring alignment of digital and process modernization initiatives with strategic priorities. This role requires strong knowledge of DoD business processes (i.e. PPBE, P2P, R2R, HR2, etc.), and widely used enterprise resource systems and data platforms, as well as the ability to synthesize complex analyses into actionable recommendations for senior leaders. The candidate should be capable in translating evolving business needs into scalable technical solutions, supporting systems such as requirements intake portals, dashboards, and budget execution tools.

Key Responsibilities:
Requirements & Stakeholder Engagement
• Lead Stakeholder Engagements: facilitate requirements walkthroughs and working sessions with stakeholders to define business needs and priorities.
• Strategic Advisory Role: Serve as an advisor to mid- and senior-level stakeholders, framing complex analytical insights into clear, actionable strategies that support enterprise decision-making. Translate complex financial and operational requirements into actionable user stories, workflows, and system requirements.

Business Financial Application/Tools Development
• Financial Management Knowledge: know how to analyze and documents and reports related to financial reports, monthly and year end accounting reports and statements, budget spend plan development and submissions, mid-year reviews, UFRs, and deviation reporting. Evaluate financial data and execution trends to support prioritization and decision-making. Identify process inefficiencies and recommend improvements aligned with DoD financial policies and controls.
• Digital Transformation & Solution Development: Leverage extensive knowledge and experience in application development and AI to help the clients in the adoption of advanced technologies, including AI/ML-driven analytics, robotic process automation (RPA), and cloud-based integration frameworks, to modernize DoD business processes, leveraging existing enterprise automation and intelligence platforms.
• Serve as a functional and technical bridge between business stakeholders, being able to clearly communicate business functional requirements as well as the development progress, leadtimes, and challanges
• Define system requirements, data models, and validation logic to support scalable, reliable solutions
• Design and develop Power Platform solutions, including Power Apps, Power BI dashboards, Power Automate workflows, ETL flows, and Microsoft Forms
• Develop scalable, user-centric solutions with strong data integrity, governance controls, and validation mechanisms
• Data Analytics, Reporting & Executive Decision Support: Develop and maintain dashboards and reporting solutions to track funding status, budget execution, variances, and key performance metrics.
Analyze and synthesize data to generate actionable insights for stakeholders. Prepare and deliver briefings and reports to senior leadership (e.g., SES) to support data-driven decision-making.
• Stakeholder Facilitation: facilitate workshops and working sessions senior DoD stakeholders to achieve consensus on requirements, priorities, and process improvement strategies.
• Governance & Oversight: Develop governance models and performance metrics to monitor the effectiveness of modernization efforts, ensuring compliance with DoD policies and regulatory standards. Develop documentation, knowledge tools, and standard operating procedures (SOPs) to support development.
• Enterprise Knowledge Leadership: develop and maintain knowledge repositories, playbooks/templates, and standardized templates to institutionalize repeatable practices/activites.

Hybrid Work - at least 3 days onsite.
