IT Project Manager— Configuration Management 2026-108
Work Location: On-site at USCG Aviation Logistics Center, Elizabeth City, North Carolina
Clearance: Active Secret

Position Summary
The IT Project Manager leads configuration management, quality assurance, software testing, change control, technical documentation, requirements analysis, business architecture, and systems-architecture initiatives across the ALC ISD portfolio.

The position manages the processes used to control system baselines, evaluate and approve changes, verify software quality, maintain technical artifacts, facilitate governance boards, and ensure traceability among requirements, project plans, releases, configurations, and operational systems.

Essential Duties and Responsibilities
• Plan and manage configuration-management, quality-assurance, testing, documentation, requirements, and architecture projects.
• Maintain project cost, schedule, resource, scope, risk, issue, dependency, and performance information.
• Coordinate the establishment and maintenance of application, hardware, software, data, infrastructure, and system-architecture baselines.
• Ensure proposed changes are evaluated, documented, tested, approved, implemented, verified, and incorporated into the appropriate baseline.
• Manage change requests through initial analysis, requirements validation, technical review, prioritization, governance-board review, testing, implementation, and closure.
• Coordinate and facilitate Design Review Board, Local Configuration Control Board, and Integrated Configuration Control Board activities.
• Develop meeting agendas, decision packages, minutes, action-item logs, decision records, and status reports for governance boards.
• Oversee software quality assurance, quality-control processes, test planning, regression testing, acceptance testing, release testing, promotion procedures, and discrepancy reporting.
• Ensure traceability among customer requirements, system requirements, designs, project plans, test results, changes, releases, and deployed configurations.
• Coordinate preparation and maintenance of standard operating procedures, process guides, technical specifications, data dictionaries, system diagrams, interface diagrams, architecture products, test scripts, and release documentation.
• Manage testing and artifact updates associated with operating-system patches, database patches, STIG remediation, vulnerability remediation, and software releases.
• Ensure hardware and software changes are reviewed for Authority to Operate and cybersecurity-artifact impacts.
• Coordinate business and requirements analysis for approved projects and IT support work plans.
• Develop and report change-management, testing, release, quality, discrepancy, risk, and project-performance metrics.
• Support maintenance of the Business Architecture Management Plan, enterprise architecture artifacts, system architecture baselines, data models, process diagrams, and interface documentation.
• Conduct regular project and team reviews to identify risks, training needs, process deficiencies, and corrective actions.
• Ensure personnel follow approved configuration-management and change-management processes.
• Coordinate with Development, Operations, Information Assurance, and Platform/Operational Technology personnel to ensure controlled and compliant releases.
• Provide written and oral project reports to Government and contractor leadership.

Required Qualifications
• Bachelor’s or associate degree in Computer Science, Information Technology, Engineering, Mathematics, Business Management, or a related field.
• PMP, ITIL, Configuration Management II, Certified Configuration Manager, Agile, Scrum, or comparable certification.
• At least five years of experience providing technical direction and IT project management.
• At least one additional year of supervisory or team-lead experience.
• At least two years of experience supporting change management and process improvement.
• Familiarity with all systems-development life-cycle phases and with information-systems engineering or systems-integration projects.
• Ability to obtain and maintain a favorable Tier 1 background investigation for unclassified systems.
• Strong skills in documentation, facilitation, stakeholder coordination, risk management, analysis, organization, and written and oral communication.

Preferred Qualifications
• Experience with Federal configuration-management and change-control environments.
• Experience facilitating change-control boards, design-review boards, or configuration-control boards.
• Knowledge of configuration identification, status accounting, change control, verification, audit, and baseline management.
• Experience with Jira, Confluence, Bitbucket, automated testing, version-control repositories, and requirements-management tools.
• Familiarity with Systems Engineering Life Cycle documentation, enterprise architecture, Authority to Operate artifacts, and cybersecurity change-impact analysis.
• Experience managing software quality assurance, regression testing, release management, and technical-documentation programs.

Salary range $100,000 to $120,000 annually
