Job Description

Duties

  • You will manage the Foreign Military Sales and Security Cooperation Education and Training Programs (SCETP) objectives for foreign countries working with Naval Education and Training Command programs.
  • You will coordinate quantitative and qualitative foreign training and education requirements with the program owners and end users.
  • You will provide technical advice for aviation sales and transfers, and the follow-on requirements associated with those activities.
  • You will serve as the subject matter expert for all partner nation naval and air force aviation issues.
  • You will develop training programs and pipelines to meet overall country and student education and training needs.

  • Position requires a DoD Security Cooperation Workforce Certification. Area of consideration(AOC) and level are designated as SC Execution Support Management (Practitioner Proficiency level).
  • For new SCW members, the timeframe begins once a workforce member is entered in to a SCW position in the Security Cooperation Workforce Development Database (SCWD-D).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge of fixed wing / rotary wing naval aviation operational and training programs and policies; 2) Knowledge of the policies and procedures that govern Security Cooperation; 3) Demonstrate experience navigating the requirements for international student training; 4) Ability to draft official correspondence, point papers, or briefings; 5) Utilize various computer systems used in the planning and programming of student training for various training opportunities.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

This position is part of the Security Cooperation Workforce Certification Program 2.0 and is coded as Non-Key Civilian, Foreign Military sales and Financing Practitioner (SC4B2).

In accordance with Security Cooperation Workforce Certification Program 2.0 requirements, incumbent must meet DoD SCW certification requirements applicable to the duties of this position. On October 1, 2024, the clock starts for existing SCW members to complete certification requirements by respective deadlines. For new SCW members, the clock starts once entered into a properly coded SCW position in the manpower and personnel system. In addition to certification requirements detailed above, SCW member must meet the following conditions to remain in good standing:

Practitioner Proficiency Level

At least 1 years of successful SC work experience with a performance appraisal of 3 or better. In addition, 60 hours of continuing education (CUE) every two years. The certification requirement is a condition of employment for the SC position. Failure to obtain DoD SCW certification within the required time may subject the incumbent to adverse action. The supervisor is responsible for enabling personnel to accomplish the SC Certification requirement. EDT 5/6/24
