Job Description: Provides analytic support to the assigned F-35 user and is responsible to the Introduction to Service (ITS) Lead within the Logistics Capability Delivery (LCD) Directorate of the F-35 Joint Program Office (JPO). LCD delivers sustainment solutions to all F-35 Users obtaining the F-35 weapon system. LCD is a principal element of the Hybrid Product Support Integrator (HPSI) organization. This position supports the acquisition and integration of logistics and sustainment products and processes to enable a coherent F-35 support solution from initial acquisition of the platform to steady-state sustainment at F-35 site(s)
- Provide support (planning, scheduling, executing, etc.) of ITS activities (site surveys, activation planning, contract requirements, working groups, and facility design), integration activities, and oversight of the establishment of the long-term sustainment solution for the F-35 weapon system at designated site(s).
- Support the logistic/sustainment liaison to the assigned F-35 User and assist in communicating/clarifying the National Defense capabilities/requirements
- Specific duties include:
- Support the development and management of the assigned F-35 User’s ITS activities for assigned sites from initial identification of an F-35 site to last aircraft arrival at the last designated site. The incumbent will support all processes related to F-35 ITS to include: site surveys and reports; Site Specific Activation Plans (SSAP); facility design reviews (DR); site activation task force (SATAF) events; sustainment readiness reviews (SRR); initial operational capability supportability reviews (IOCSR); and all associated reports
- Support the coordination of all sustainment contract activities including requirements identification, proposal generation, statements of work, technical evaluations, contract negotiations, contract oversight, and performance evaluation
- Support the generation of the F-35 User Specific Integrated Sustainment Plan (ISP) and the F-35 User Weapons System Planning Document (WSPD) enclosure
- Support the ITS Lead as the F-35 JPO focal point for F-35 User basing and sustainment issues and facilitate the F-35 JPO’s effort to ensure that the F-35 User is advised of the status and progress of work efforts under the ITS Leads’ cognizance
- Support the monitoring and oversight of all sustainment contract activities in support of the F‑35 User
- Assist the ITS Lead in coordinating with Government and Contractor teams to ensure sustainment requirements are in place at each site and contract deliverables are met
- Assist the ITS Lead in coordinating between the F-35 JPO, Contractors, and F-35 Users to ensure the plans to stand up a site are understood, and the associated risks are articulated and managed
- SECRET Clearance with eligibility for SAR
- BA/BS degree
- Minimum of ten (10) years of experience in military aircraft maintenance, military logistics, military aviation, or military systems program management
- Knowledgeable of the infrastructure that supports military aircraft operations
- Functional knowledge of project management methodologies
- Ability to interpret and analyze complex numerical and written data
- Familiar with Microsoft Office Program Suite (Excel, PowerPoint, Word, Outlook, Project)
- Fighter aircraft bed-down experience
- Experience in providing oversight of the planning, designing, and construction of facilities that support military aircraft operations
- F-35 aircraft maintenance, logistics, aviation, or program management experience
- Knowledge of military aviation life cycle logistics infrastructure and processes
- Knowledge of the principles, policies, and practices of system acquisition and systems engineering required to plan, organize, and manage critical aspects of the development, production, and deployment of systems, subsystems, and equipment.
- Knowledge of Security Assistance (SA) and Security Cooperation (SC) programs and the FMS sales process including case development, implementation, execution, and closure
