Noblis is providing a senior scientist and manager to provide technical chemical and biological expertise to analyze open source and classified reporting and support intelligence analysts in the generation of intelligence reports and products. The senior science will manage a diverse team of other scientists and intelligence professionals and ensure the team complies with all contract requirements and maintains high client satisfaction and confidence with the Noblis team.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

We are actively seeking the right scientist to join our team of talented intelligence professionals and scientists who possess the experience, vision, commitment and integrity to successfully support DHS' strategic goals and help protect the homeland from chemical, biological, radiological, and nuclear threats. Responsibilities include:
- Provide technical expertise and analysis of biolgical and chemical agents and potential threats through informal collaboration with other analysts and scientists, and by producing or contributing to formal products as required and requested, including white papers, intelligence reports, briefings, and oral presentations.
- Develop and maintain standard operating procedures and other tools and systems required to effectively manage the intelligence team and ensure efficient and effective operations and accountability of personnel.
- Plans and facilitate meetings with government officials and develop briefing materials to support various engagements.
- Manage a diverse team of highly qualified individuals charged with researching CBRN topics and threats to the homeland and producing relevant, timely intelligence products to inform federal agencies and other partner organizations.
Required Qualifications
- Assigned to the Department of Homeland Security's CWMD Intelligence Division Team
- Active Top Secret clearance with SCI access
- Department of Homeland Security (DHS) suitability for DHS HQ or FEMA
- Bachelor's degree or higher
- 10+ years of relevant professional experience to the responsibilities described for this role
- Minimum 1 year experience providing supervisory or programmatic leadership and management to a team of professionals
- Excellent communication skills to include technical writing, editing, and oral presentations
- Well organized, critical thinker, exceptional customer service skills for engaging with federal government clients
- Ability to work tasks autonomously and follow through to completion
- Ability to multi-task and respond to quick turn-around requests
- Ability to manage and evaluate other employees individually and as part of a team to ensure the team's assigned tasks are accomplished within prescribed standards, subsequently maintaining the client's upmost satisfaction and confidence in Noblis
- Competence to function efficiently in a fast-paced, demanding work environment focused on intelligence production
Desired Qualifications
- Previous professional work with federal, state or local governments entities.
- Demonstrated knowledge of complex system development, system integration, and/or system implementation.
- Training or certification in Agile/Scrum.
