MITRE Technology and Engineering (MTE) is seeking a Project Leader within the Field Services Department of the Domestic Security & Strategic Intelligence (DSSI) Division.

The Field Services Department delivers innovative solutions and brings a multidisciplinary approach to sponsor challenges that are critical to national security. The Department's work researches, develops, applies, and accelerates adoption of advanced capabilities and technologies in the following areas:

Position Summary:

The Field Services departments are seeking a business leader to serve as the Project Lead for the project within the Department of Justice (DOJ) work program area of the Domestic Security & Strategic Intelligence (DSSI) Division. This position is the first-line business leadership entrusted with the execution, delivery, and success of the project, reporting to both their respective resources department manager for career growth and development, and to the senior manager for the business organization tasked with monitoring the execution and delivery of the project.

The project is tasked with maintaining MITRE impartiality and freedom from conflict, by performing assessments of various biometric image quality devices. This allows the DOJ to certify devices as meeting robust and critical image quality standards, while promoting competition, and without endorsing any products in favor of another. The project also works to assess, address, and report upon challenges the device user community may face in operational scenarios, including addressing issues with changes in technology and preparing the DOJ for emerging technologies that could disrupt or enhance current processes and data quality standards.

The primary responsibilities of this position must be carried out, at least 50%, in person in Clarksburg, WV. The selected candidate will establish an intermittent presence at sponsor sites and MITRE locations where staff support those organizations and must be available to travel to these locations on short notice.

Roles & Responsibilities:

Core responsibilities include:
  • Provide strategic and technical leadership as a trusted advisor to the DOJ Sponsor and shaping of tasks on the project.
  • Shape and execute technical objectives of the work program based on outcomes gathered from DOJ, with consideration for opportunities where MITRE can have the greatest impact based on our capabilities and cross-cutting initiatives.
  • Drive project strategy to shape current and future outcomes and products.
  • Identify and leverage research efforts from across MITRE including internal innovation programs to benefit project efforts and provide impact to the DOJ Sponsor.
  • Ensure technical quality of products and recommendations by baselining team expectations based on division quality practices, conducting in-progress task/analysis reviews, seeking appropriate peer reviews, implementing effective knowledge management, and participating in regularly scheduled program reviews.
  • Sponsor interaction with DOJ leadership, government task managers, contracting officer representatives, and individual government personnel.
  • Partner with MITRE's business and staff resourcing organizations to develop and execute mission engineering strategy and staff the project.
  • Project administration - Clarity, financials, project pages, meeting coordination, status reports, facility management, task management and expectation setting for project contributors.
  • Staff management - On-boarding; handle/process requests for clearances, access requests, accounts, self-reporting forms, etc.


Basic Qualifications:
  • Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 6 years with a Master's degree; or 3 years with a PhD; or an equivalent combination of education and relevant experience.
  • Bachelor's degree in Engineering, Computer Science, Statistics, Mathematics, or a related technical field.
  • Experience with project leadership in a technical, operational, or national security environment.
  • Demonstrated experience meeting cost, schedule, performance, and quality metrics across complex technical efforts.
  • Ability to support key DOJ program and sponsor engagements including on-site presence up to once per month for coordination meetings.
  • Ability to collaborate and build relationships across a complex national security environment, integrating efforts across organizations to achieve greater impact.
  • Ability to develop a trusted advisor relationship with a DOJ/government sponsor.
  • Ability to obtain accounts on sponsor's unclassified and classified network.
  • Ability to proactively seek out and execute on collaboration opportunities with projects across MITRE, share products to maximize the impact of work done in support of the DOJ.
  • Effective organizational skills and discipline to keep the project well-scoped and the team driven to accomplish specific project objectives.
  • Excellent written, verbal, and presentation communication skills; able to effectively engage with both sponsor and internal audiences at all levels.
  • Active Secret security clearance.
  • Per the U.S. Government's eligibility requirements for a clearance, U.S. Citizenship is required.
  • This position requires a minimum of 50% hybrid on-site.


Preferred Qualifications:
  • Active Top Secret security clearance.
  • Experience with optics and image processing.
  • Experience with statistical assessments that validate national security standards.
  • Master's degree in national security, engineering, computer science, physical sciences, mathematics, or a related field.

Salary compensation range and midpoint:
$146,400 - $183,000 - $219,600 Annual
