Semper Valens Solutions is seeking an experienced Senior Network Architect to support Project Manager Intelligence Systems & Analytics (PM IS&A) and Project Linchpin, the U.S. Army's high-visibility Artificial Intelligence and Machine Learning (AI/ML) modernization initiative. This position plays a critical role in designing and optimizing the network infrastructure that enables mission-critical Army intelligence capabilities.

The successful candidate will provide technical leadership in the design, analysis, documentation, and modernization of complex intelligence network architectures across the Department of Defense Information Network (DODIN-A) and Army intelligence environments.

Key Responsibilities

  • Develop, document, and maintain current ("As-Is") and future-state ("To-Be") network architectures supporting Army intelligence systems.

  • Produce architecture products that comply with Department of Defense Architecture Framework (DoDAF) and Enterprise Architecture (EA) standards.

  • Monitor and analyze network performance using enterprise network management and packet analysis tools to identify bandwidth constraints, latency issues, and other performance bottlenecks.

  • Collaborate with network service providers to evaluate traffic patterns and optimize network performance across tactical and strategic environments.

  • Design, evaluate, and recommend scalable network solutions that improve performance, resiliency, and availability.

  • Develop technical specifications, contingency plans, and alternate routing strategies to support mission continuity.

  • Partner with Program Executive Offices (PEOs), Army Cyber Command (ARCYBER), systems engineers, and intelligence stakeholders to translate operational requirements into modernized network solutions.

  • Provide technical leadership and brief network architecture recommendations, risks, and modernization strategies to senior government and military leadership.

  • Support the integration of emerging technologies while ensuring compliance with Army and DoD cybersecurity and network standards.

Required Skills and Experience

  • Extensive experience in enterprise network architecture, network systems engineering, and topology design within Department of Defense environments.

  • Demonstrated expertise in network capacity planning, performance analysis, bottleneck identification, and infrastructure optimization for large-scale distributed networks.

  • Strong understanding of Army and DoD networking policies, standards, and regulations, including AR 25-1 and related guidance.

  • Experience operating within secure, mission-critical intelligence or defense environments.

  • Proficiency with enterprise network monitoring, diagnostic, and packet analysis tools.

  • Excellent written and verbal communication skills, including the ability to brief senior military and civilian leadership.

  • Proven ability to lead technical teams and collaborate effectively across multiple engineering disciplines.

Required Clearance

  • Active Top Secret security clearance is required.

  • Eligibility for Sensitive Compartmented Information (SCI) access is strongly preferred due to the nature of supported Army intelligence programs.

Required Qualifications

  • Bachelor's degree in Electrical Engineering, Electronics Engineering, Systems Engineering, Software Engineering, Computer Engineering, Computer Science, Mechanical Engineering, or a related technical discipline.

  • Minimum of fifteen (15) years of relevant professional experience.

Substitution:

  • A Master's degree in a related technical field and a minimum of eight (8) years of relevant experience may be substituted for the bachelor's degree and fifteen (15) years of experience requirement.

Travel

Travel is expected to be less than 25% and may include both CONUS and OCONUS locations.

Work Environment

This position is located at Aberdeen Proving Ground (APG), Maryland, and is co-located with the customer and other government contractors in secure government office facilities.
