Specialized Experience GS-12: One year of specialized experience which includes monitoring budget program allocations, obligations, and expenditure of funds as part of budget execution, reporting on budget and accounting data using automated financial systems such as General Fund Enterprise Business System (GFEBS), analyzing funding actions to ensure accurate financial records, and evaluating continual changes in program funding to recommend budgetary action. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-11).
Specialized Experience GS-13: One year specialized experience which includes providing financial recommendations to organization leaders to support financial decisions in accordance with budget policies and regulations, monitoring the use of funds to ensure compliance with legal and regulatory requirements, resolving budget issues by implementing corrective actions to enhance program efficiency, and collaborating with internal and external stakeholders to discuss financial requirements for the current year, Program Objective Memorandum (POM), and funding options for budget development. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-12).

- Develop and maintains effective financial management controls, systems, and procedures for safeguarding optimum and efficient Office of the Chief of Staff Army (OCSA) and Army funds.
- Analyze Program Objective Memorandum (POM), budget guidance, and fiscal instructions to determine the impact on OCSA operations
- Distribute fiscal resources from the final annual spending plan to appropriate subordinate elements using resource management databases
- Maintain the formulation, defense, execution, and management of personnel and equipment resourcing requirements in the Table of Distribution and Allowances.
- Review the setup, implementation, and sustainment of the Defense Travel System (DTS) for all agencies under the Office of the Chief of Staff, Army (OCSA), as the site coordinator and budget analyst.
