Our client seeks a Principal Project Controls Specialist to lead total project controls for complex programs. The role shall develop and maintain cost and schedule baselines, drive financial analysis and reporting, and implement effective change management. The specialist will provide leadership across project controls disciplines, guide systems and process improvements, and ensure alignment with CAS/FAR principles. This is a 12-month contract with potential option periods, working a 4/10s schedule on-site.

Responsibilities:
- Organize, develop, implement, maintain, and own total project controls, financial analysis, and estimating applications for complex projects or programs.
- Perform project controls activities and prepare business and financial plans and ad hoc reports under limited supervision.
- Develop cost and schedule baselines, milestone schedules, work breakdown structures, and spend plans to optimize resources, equipment, manpower, and funding.
- Apply advanced project control concepts and lead development of advanced system applications for multi-project integration and analysis.
- Participate in project cost reviews and schedule meetings.
- Develop and implement basic change management for assigned engineering and construction scope.
- Analyze cost and schedule variances against plan and communicate drivers and mitigation plans to management.
- Serve as a key linkage between the client and planning process to support business unit control.
- Perform financial analyses including variance, statistical, and scenario analyses to support decisions.
- Develop and maintain costing rates in PeopleSoft and analyze pool variances.
- Analyze business operations to define funding limits, institute cost controls, and improve productivity through integrated financial controls.
- Prepare monthly financial reports including analyses, forecasts, and spend plans.
- Define requirements and models for complex business systems, develop and test enhancements, and oversee implementation with effectiveness monitoring.
- Initiate special studies and translate management concepts into operating plans.
- Assemble, analyze, and interpret information to create solutions for complex business issues.
- Provide leadership, technical direction, and training to Project Controls personnel.
- Apply knowledge of CAS/FAR principles.
Experience Requirements:
- Strong personal computer skills.
- Expert proficiency with automated accounting, cost management, scheduling, and estimating systems.
- Practical experience with Site Business systems.
- Comprehensive knowledge of project management and tactical cost and schedule control.
- Knowledge of operations, maintenance, project startup, and construction.
- Experience with Primavera P6.
- Experience with COBRA.
Education Requirements:
- Master's degree in business, construction management, technical, engineering, or related field and 5 years of practical experience.
- Or bachelor's degree in related field and 7 years of practical experience.
- Or associate's degree and 11 years of practical experience.
- Or high school diploma and 15 years of relevant experience.
