EMERGENCY MANAGEMENT SPECIALIST

Duties

• Develop After Action Reviews, Corrective Actions List, and Corrective Actions Plans to identify potential problem areas.
• Provide education and training relative to Emergency Management concepts, principles, and staff roles/responsibilities.
• Monitor Emergency Management plans of hospital wards, clinics, departments, and outlying health clinics to ensure support of organizational objectives.
• Develop Hospital Incident Command System (HICS) organization structure for command approval.
• Assist in establishing the Hospital Operations Center (HOC) and serves as HICS Planning Section Chief.
• Coordinate with Emergency Management planner at higher headquarters, installation, regional, and state levels to promote information sharing and interoperability.
• Manage Emergency Management Internship Program that recruits, directs and supervises students from local academic institutions for 150 hours of work in Emergency Management related activities.
• Serve as member and recorder of Emergency Management Functional Management Team meetings, comprised of key hospital leaders and staff.
• Maintain Emergency Management related equipment, supplies, databases, references, and document archives.
• Represent the Military Treatment Facility at local and regional EM-related conferences and workshops, as assigned.
• Networks with internal, installation and regional contacts.
• Develop performance goals for employees.

• This position requires the completion of a pre-employment Physical Examination to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
• This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
• This position requires Basic Life Support training certification from, or in accordance with, the American Heart Association and American Red Cross.
• This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled.
• This position has a requirement to lift up to 40 lbs. in the regular performance of duties.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
• This position has a Temporary Duty (TDY) or business travel requirement of up to 20% of the time.

Specialized Experience: One year of specialized experience which includes (1) developing, coordinating, executing, and reviewing emergency medical operational plans; (2) planning, assessing, coordinating, and conducting emergency management advisory services. (3) has extensive knowledge of emergency management program and requirements within a Military Treatment Facility (MTF). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

More than one year of specialized experience preferred.
