Job Description

Duties

Directly assists the commander/director by managing and serving as the primary source of information for all administrative support programs, including but not limited to task management, cybersecurity liaison, Government Travel Card (GTC), Defense Travel System (DTS), fitness, and security programs. Administers these programs, ensuring compliance with higher echelon policies and developing local procedures to track program status and maintain program health. Identifies and implements process improvements, trains squadron POCs, and conducts reviews and briefings to keep leadership informed of all management functions.

Serves as the organizational point of contact and liaison with the Military Personnel Flight (MPF) and Manpower office. Stays abreast of current personnel issues, manages personnel actions, and monitors transactions for both military and civilian personnel. Provides guidance to supervisors on manpower requirements, organizational structure, and the utilization of positions. Reviews manpower documents, such as the Unit Manning Document (UMD), and makes recommendations for approval or disapproval of authorization changes, ensuring all products are accurate and distributed to customers.

Performs a wide range of clerical and administrative work in support of the organization. Develops, establishes, and maintains office procedures, records, and files to ensure efficient operations. Acts as the primary point of contact for newly assigned personnel, orienting them to the unit and scheduling initial training. Provides advice and guidance to staff on all administrative and procedural requirements. Requisitions office supplies, printing, and other services, and assists with arrangements for command-sponsored events.

  • Position is designated non-critical-sensitive and requires a SECRET security clearance to fully perform the duties and responsibilities of the position. Employee must be able to obtain and maintain a Secret clearance.

  • Serves as a point of contact who directly implements, administers, monitors and evaluates the Personnel Reliability Program (PRP) for the organization.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • May be required to work overtime on an unscheduled or emergency basis.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NK-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include planning and organizing management programs and functions of an organization such as cybersecurity liaison (CL), Government Travel card (GTC), Defense Travel System (DTS), drug demand reduction, health care, fitness, Government Purchase cards (GPC), safety, Automated Data Processing Equipment (ADPE), security, supply, civilian timecard and unit recognition programs; assisting/supporting military and civilian personnel issues and manpower resource requirements; knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents; problem analysis, problem resolutions, and development of concrete action plans to solve problems; plan, organize work, and meet deadlines.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the organizational and functional responsibilities and operations of an organization.
2. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
3. Knowledge of structure, programs and work methods of organization for personnel/manning issues.
4. Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems.
5. Ability to gather, analyze, and present facts, communicate effectively, using tact and courtesy and possess the ability to plan, organize work, and meet deadlines.
6. Ability to plan and organize management programs and functions of an organization.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NK-II equivalent to a GS-05 to GS-07.
