Overview

Background Information:

This Environmental Technical Specialist position supports the Range Sustainability Office (RSO) team at the Atlantic Test Range (ATR) in Patuxent River, Maryland. The RSO works to sustain the Navy's mission within the Patuxent River Complex (PRC), including its extensive airspace, land assets, and support facilities. This is done through proactive involvement within the core areas of range management planning, comprehensive noise management, encroachment management, operational environmental planning, public outreach, and information technology support.

Duties and Responsibilities:
  • Provide subject matter expertise in NEPA, environmental planning, compliance, and operational environmental planning.
  • Review test planning documentation for environmental compliance, public outreach, and consistency with applicable NEPA documentation, EIS/FEIS, and Record of Decision (ROD) commitments.
  • Support the Operational Environmental Planning (OEP) Help Desk and provide environmental compliance guidance to stakeholders.
  • Recommend strategies to address evolving environmental regulations, policies, and compliance requirements.
  • Support environmental compliance training and awareness initiatives.
  • Support execution of the Range's Noise Management Program to assess and mitigate operational noise impacts.
  • Investigate noise complaints and support Noise Disturbance Hotline operations.
  • Analyze aircraft, flight, sonic boom, and noise monitoring data to identify trends and recommend mitigation measures.
  • Support airfield and community noise studies and prepare technical reports, briefings, and annual noise reporting.
  • Coordinate with Public Affairs on community notifications, outreach materials, and noise awareness initiatives.
  • Maintain educational materials, Noise Awareness training, and Sonic Boom Monitor System equipment and data.
  • Support the Navy Operational Range Sustainment Program by assessing environmental and encroachment impacts to mission operations.
  • Assist with Range Condition Assessments, sustainment planning, and related documentation.
  • Recommend actions to preserve operational capability, mission readiness, and long-term range availability.
  • Prepare reports, plans, briefings, and other deliverables supporting range sustainability, operational tempo, community relations, encroachment, and mission sustainment.
  • Conduct research, analyze technical and operational data, and provide recommendations to support planning and decision-making.
  • Coordinate with government personnel, engineers, and cross-functional stakeholders to execute projects and contract requirements.
  • Serve as a Task Lead, as assigned, by developing project strategies, monitoring schedules and milestones, and ensuring successful execution of RSO initiatives.
  • Mentor junior team members and provide technical guidance to support team development.

Requirements:
  • A BS Degree in environmental science, environmental engineering, or a related field from an accredited college or university.
  • In lieu of a BS Degree, a High School diploma or equivalent GED and a total of 6 years of work experience performing the stated or similar function or an Associate's Degree and a total of 4 years of work experience performing the stated or similar function.
  • MS Degree in environmental science, environmental engineering, or a related field from an accredited college or university.
  • A minimum of 10 years of work experience performing the stated function of a Journeyman Environmental Technical Specialist position. In lieu of a MS Degree, a BS Degree with 14 years of work experience performing the stated or similar function.
  • Experience supporting Navy range sustainability functions, including operational environmental planning, Range compliance, comprehensive noise management, operational tempo reporting, public outreach, and environmental documentation.
  • Familiarity with Navy/NAVAIR test and evaluation processes, including review of test plans, support plans, contractor test plans, operational schedules, and coordination with test engineers and range stakeholders.
  • Ability to interpret technical test information, aircraft operating parameters, range schedules, maps, noise data, and related planning documents to support environmental review, noise analysis, and public communication.
  • Proficiency with GIS analysis tools required
  • Field work required
  • Applicant must possess a valid driver's license and successfully pass a background check and drug screening


Clean Clearance Requirements:
  • Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.
  • Employment and start date is contingent upon the candidate receiving the required US DoD issued interim security clearance


Work Conditions:

Conditions will vary. Most work is performed in enclosed buildings, but some outside work may be required. Work will include sitting, standing, walking, lifting and reaching. Applicant should be capable of lifting 50-100 lbs. assisted by other employees. Visual abilities needed to perform this job include close vision, depth perception, and the ability to adjust and focus.
