BACKGROUND

The U.S. Department of State is the lead institution for the conduct of American diplomacy, & the Secretary of State is the President's principal foreign policy advisor. The Bureau of International Narcotics & Law Enforcement Affairs (INL) keeps Americans safe at home by countering crime & illegal drugs abroad. INL assists foreign countries to help deliver for the American people by degrading transnational criminal organizations & narco-terrorists, disrupting drugs & crime harming American communities, & expanding U.S. advantage & access in vital regions to protect critical corridors & advance U.S. interests.

INL's Office of Africa & the Middle East (INL/AME) provides policy guidance & develops, executes, & monitors programs to address the full range of criminal justice issues as they relate to law enforcement activities in the Republic of Senegal & West Africa. The goals of this position are to improve Senegalese law enforcement's ability to address complex crimes that affect U.S. interests & develop sustainable programming that promotes long-term security & stability.

POSITION DESCRIPTION

USGI is seeking a Senior Police Advisor to serve as the INL Senior Police Advisor (SPA) at the U.S. Embassy Dakar, assisting the INL Regional Director & Program Coordinator (Director/Coordinator) by advising, monitoring, & managing training & other INL security-sector reform projects in Senegal. The SPA is responsible for assisting the Director/Coordinator in monitoring, advising, & collaborating with INL implementing partners in Senegal & other countries in the region as assigned. Additionally, the SPA will support INL program & project design & implementation to improve the institutional capacity of Senegal's law enforcement institutions. The position requires close coordination with the Senegalese National Police (NP), Gendarmerie, & other Senegalese law enforcement agencies at both the executive & mid-level leadership levels.

The primary responsibility of this third-party contractor is to coordinate with the Dakar-based INL Regional Director & Coordinator & INL staff, as well as the Washington DC-based INL/AME Program Officer, INL implementing partners, U.S. law enforcement agencies (e.g. FBI, DEA), the Senegalese National Police, Gendarmerie, & other Senegalese law enforcement & relevant agencies on the development & implementation of law enforcement assistance. This includes advising on topics including curriculum development at the National Police School (NPS), cybercrime & cyber-enabled crime investigations, port security, counternarcotics operations, transnational organized crime, overall technical skill development, & equipment provision.

The SPA also provides advisory services on INL-supported projects & works closely with INL implementers & program beneficiaries to ensure high-quality law enforcement instruction, advising, & technical assistance. Additionally, the SPA will advise on wide-ranging policy, & technical law enforcement matters relative to U.S. contributions & participation in police development programs & operations in relation to Senegalese civilian security & regional stability.

DUTIES & RESPONSIBILITIES

Assess/Advise

• Participate in the continual analysis & evaluation of Senegalese law enforcement institutions, including the National Police, Gendarmerie, OCRTIS (Central Office for the Repression of Illicit Drug Trafficking), the Joint Container Control Unit (JCCU), Senegal's cyber security institutions, & other related law enforcement agencies to regularly assess the impact of INL programming.
• Provide expertise on public security issues in Senegal to the INL Director/Coordinator or their designee, the Ambassador/Chargé d'Affaires, other relevant Embassy officers, & INL's Washington DC-based program office. Analysis & evaluation will cover law enforcement agencies at the national & regional level, as well as specific municipal forces & specialized units. The assessments will include operational effectiveness, leadership, training, outreach to communities & civil society, mobility, communications, & equipment.
• Visit, review, & analyze the capabilities of National Police training facilities, particularly the NPS, used in INL-supported projects & advise the INL Regional Director/Coordinator on projects, policies, & events to increase efficiency & productivity of the NPS & other training facilities.
• Provide technical assistance to National Police leadership & officers, training academy & facility directors, as requested, in improving operations, investigations, police administration, resource management, internal discipline procedures, & overall reform efforts.
• Assist with assessments of cybercrime investigation capabilities across Senegalese law enforcement agencies & provide recommendations for engagements, including equipment needs, training priorities, or process development.
• Assist with security operations & provide technical guidance on cargo inspection, container screening, & dangerous goods compliance in coordination with U.S. Coast Guard or other recognized maritime authority programming.
• Advise law enforcement from other regional countries to advance objectives in those countries as identified & assigned.

Maintain Political Liaison

• Under the direction of the INL Regional Director/Coordinator, coordinate with the Embassy's Regional Security Office (RSO), Department of Defense, FBI, DHS/HSI, & other U.S. law enforcement agencies, as well as other international donors to develop & deconflict security assistance activities & ensure that INL programs are complementary & not redundant with other donor-funded support.

Program & Project Planning, Development, & Execution

• Assist with planning & developing training projects in accordance with INL/Dakar, Mission, & U.S. Department of State goals & objectives, with particular emphasis on cybercrime, National Police School curriculum modernization, port security, & counternarcotics programming.
• Coordinate with partners on project implementation by monitoring & reporting on significant developments, evaluating results, supporting necessary mid-course adjustments, & monitoring & evaluation as part of project close-out procedures.
• Coordinate National Police School Curriculum Development: Serve as the primary INL technical liaison for the NPS curriculum modernization project, working closely with implementing experts & NPS staff to develop, review, & pilot training curriculum in specialized areas including basic police functions, organized crime investigations, counterterrorism operations, intelligence, & cybercrime. Review all curriculum materials to ensure alignment with U.S. law enforcement standards & best practices. Coordinate procurement of specialized training equipment to support curriculum implementation.
• Assist with overseeing Cybercrime Programming: Provide strategic oversight & technical coordination for multiple cybercrime-related projects. Ensure complementarity between projects & facilitate information sharing between U.S. interagency partners & Senegalese counterparts. Monitor the establishment of interagency cybercrime coordination mechanisms & information-sharing protocols across the National Police, Judicial Police, Gendarmerie, OCRTIS, & Ministry of Finance cybercrime units.
• Coordinate closely with INL implementers, U.S. law enforcement, the National Police, OCRTIS, Gendarmerie, JCCU, & international donors to implement programs of specialized basic & advanced training courses to develop the capacity of Senegalese law enforcement forces in basic policing & investigations, cybercrime investigations, financial crime investigations, port security, & advanced investigative techniques.
• Work with the INL Regional Director/Coordinator to provide technical assistance to INL implementing partners & government partners to improve national & regional standardized training courses for law enforcement personnel, ensuring that courses are approved by relevant Senegalese authorities & meet international standards.
• Provide feedback to INL Regional Director/Coordinator to improve training & technical assistance projects across all program areas.
• Assist with monitoring implementation of port security programming, ensuring effective training delivery & equipment utilization for cargo scanning, container inspections, & dangerous goods compliance.
• Assist with the design of INL regional law enforcement programming in other countries in the region as identified & needed.

Strategic & Budget Planning

• Support the INL/Dakar team on all phases of project execution from development through implementation, including planning, scheduling, budgeting, monitoring, & coordination.
• Identify logistical support requirements by providing advice & assistance in preparation of documentation for procurement of technical services, training & commodities, & the monitoring of procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, & delivery of procured items to support INL projects.
• Under the direction of the INL Regional Director/Coordinator, review & advise on budget plans for INL projects in Senegal & other countries in the region as needed to ensure projects match the policies & objectives of INL & regional strategies.

Integration & Coordination with Complementary Programs

• Coordinate with U.S., international, NGO, & Senegalese institutions & agencies to ensure that INL's law enforcement assistance is coordinated with other assistance programs.
• Facilitate coordination between multiple INL implementing partners to ensure complementarity & avoid duplication of efforts.

End Use Monitoring

• Ensure U.S. Government-provided commodities are effectively used & actively prevent fraud, corruption, waste, or mismanagement of projects through continuous oversight & end use monitoring at all sites.
• Assist in conducting regular site visits to training facilities, cybercrime units, port facilities, & other project locations to verify proper use & maintenance of U.S.-provided equipment & training.

Working & Supervisory Responsibilities

• As directed by the INL Regional Director/Coordinator, assist with management of large projects to achieve INL Senegal objectives & related regional projects as identified.
• As directed by the INL Regional Director/Coordinator, review & advise INL implementing partners supported by the projects.

Briefing & Reporting

• Prepare, coordinate, & ensure the timely issuance of one-time & periodic reports on INL-supported projects to include the impact of legislation & the political environment on law enforcement development. Prepare periodic status reports & program reviews. Track progress of training in achieving larger INL goals.
• Draft Assistant Secretary Daily Action Reports (ASDARs) & cables as needed.
• Assist in escorting & arranging appropriate itineraries for official travelers.
• Under the direction of the INL Regional Director/Coordinator, brief Department, Congressional Staff Delegations, & other selected international dignitaries on U.S. & host government criminal justice projects as they pertain to INL projects. Attend Embassy security sector reform related meetings, brief the INL Regional Director/Coordinator & other appropriate Embassy members, & report on major issues involving Senegalese law enforcement, including but not limited to the status of police training, cybercrime capacity development, port security enhancements, counternarcotics operations, police-community relations, & violent crime reduction.

Security of Training Teams & Personnel

• Advise the INL Regional Director/Coordinator & the RSO on matters related to personnel & physical security at all project locations & personnel operating in support of INL projects. Coordinate with other embassy units & host country agencies to assess threat levels at project sites, develop threat reduction measures, & implement appropriate security plans to protect personnel & equipment.
• Maintain points of contact with Senegalese police, gendarmerie, military units, & local authorities in training areas to assist in the development of security plans & developing threat assessments.

MINIMUM QUALIFICATIONS

• U.S. Citizen or Third Country National (TCN)
• French language capability at or above the Foreign Service Institute's defined 3/3 level (Fluent Proficiency) or equivalent. Incumbent will be routinely working in a French language-only environment. Demonstration or proof of language capability required, unless the individual is a native French speaker
• Bachelor's degree from an accredited institution in international relations, law enforcement, public policy or related field (10 years professional law enforcement experience can be substituted)
• A minimum of eighteen (18) years of experience with law enforcement or military
• Three (3) years of experience working overseas in an Embassy environment
• Demonstrated experience briefing & writing reports in English including correct usage of English grammar, spelling, punctuation, capitalization, & style
• Three years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs)
• Demonstrated experience with training police officers in Africa, particularly West Africa
• Basic computer skills, including experience with Microsoft Office programs

PREFERRED QUALIFICATIONS

• Over twenty (20) years of professional level work experience in law enforcement operations, management, curriculum development, &/or training, including experience implementing law enforcement programs/initiatives in West Africa or francophone countries. Career path will have included jobs with increasing scope & responsibilities at the executive or managerial level
• One (01) year of experience working overseas in a post conflict or reconstruction program
• Three (03) years in managing law enforcement officials, ensuring sustainability of projects through provision of appropriate training, technical assistance, & mentoring
• Five (05) years of experience in leading & managing police operations or training in the United States, Canada, Europe, or overseas
• Demonstrated experience with cybercrime investigations, digital forensics, or cyber-enabled financial crime investigations
• Demonstrated experience in law enforcement curriculum development, training program design, or police academy instruction, to include monitoring, evaluating, & assessing curricula to inform improved programmatic results
• Demonstrated experience writing training plans, statements of work, standard operating procedures, & detailed instructions
• Demonstrated experience working with European & other international criminal justice assistance missions, programs, & implementers
• Demonstrated experience working with transnational organized crime, counternarcotics operations, or port security initiatives
• Demonstrated experience working in port security, coast guard, customs, &/or border protection

REPORTING AND RELATIONSHIPS

The contractor will report to his/her contracting company & will receive direction from the CO, Contracting Officer's Representative (COR), &/or Government Technical Monitor (GTM).

LEVEL OF EFFORT

Hours for this full-time position will be Monday through Friday, 8 hours per day, 40 hours per week, incorporating the core hours of U.S. Embassy Dakar (10:00 AM to 3:00 PM Monday through Thursday & 10:00 AM to 12:00 PM Friday).

TELEWORK

Telework is not authorized for this position, as the duties require the Advisor's continuous physical presence at U.S. Embassy Dakar & in the field in support of law enforcement advisory activities in Senegal & the region.

SUPPLEMENTAL HOURS

Supplemental hours for this position are not authorized in accordance with the award & shall not exceed the designated ceiling.

POSITION LOCATION

The physical work location is the U.S. Embassy Dakar, Senegal, but is expected to require travel to other countries in West Africa & to the United States.

GOVERNMENT FURNISHED EQUIPMENT

DOS will provide office space, computers, phones, & other required equipment & supplies necessary to complete all job requirements. DOS will own & maintain all government furnished property.

CLEARANCE REQUIREMENT

A Moderate Risk Public Trust (MRPT) Security Clearance is required for this position; however, the contractor may begin work with an interim MRPT.

TRAVEL

Travel is authorized for this position in accordance with the award & shall not exceed the designated ceiling.

TRAINING

This BPA Call provides for mandatory training for DOS-specific equipment, systems, & processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly & in accordance with Department policy. These trainings do not require INL Contracting Officer (CO) approval.

Travel-related mandatory training (e.g., FACT CT420, FACT CT650 Training) may be required at the discretion of the on-site supervisor & Regional Security Officer (RSO) at the OCONUS location traveling to & needs INL Contracting Officer approval. TPCs are strongly encouraged to take orientation training to best integrate with INL; depending on their role, they should attend either INL SOAR (Staff Orientation & Readiness) or PREP (Pre-deployment program) training.

Pre-deployment support is required for this position, including completion of the INL PREP (Pre-deployment program) training course (registration at https://www.inlprep.org/) &/or any consultations with INL/AME in person in Washington, D.C. The Advisor may deploy prior to completing the training if approved by INL/AME & U.S. Embassy Dakar.
