Job Description

Duties

  • Represents the Directorate of Operations on various planning and programming working groups. Conducts and/or actively participates in a variety of studies and analyses of organizations, functions, and work processes to improve mission effectiveness, resource efficiency, and resource savings.
  • Analyzes, develops, and evaluates issues and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency within the Operations community. Establishes, develops, and maintains effective working relationships with base-level leadership within the command, directorate staff at HQ AFGSC, other MAJCOMs, HQ USAF and DoD.
  • Serves as Directorate point of contact for all A3 funding accounts. Develops annual financial plans, unfunded priority listings, Budget Execution Review submissions, and POM submissions.
  • Provides complex management support services in the areas of program cost analysis, annual/multi-year/long range fiscal planning (e.g., Defense Planning Guidance (DPG), Planning, Programming, Budgeting and Execution (PPBE) cycles), and development of annual work plan(s), and/or commercial activity for organization(s) whose operations are interrelated and unstable. Actively participates in or facilitates management studies and strategic planning to improve organizational direction and focus using appropriate strategic planning tools and techniques.
  • Serves as Directorate of Operations project officer for AFGSC/A3 metrics. Collects and reviews statistical data and metrics of strategy review objectives for which AFGSC/A3 is the lead.
  • Represents Directorate on a variety of working groups, special projects, and committees; prepares and delivers oral presentations such as briefing, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information. Compiles data and responses for submission using the Task Management Tool (TMT).

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft

  • This is term position Not to Exceed 30-JUN-2028
  • A break in service of more than 3 calendar days may be required for permanent federal internal and transfer employees

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Example of specialized experience includes: (1) working with analyzing the effectiveness, efficiency, and productivity of manpower and personnel operations; (2) performing cost/benefits analysis, time studies, and the development of metrics to assess service, utilization, and production; (3) using pertinent laws, regulations, policies, and precedents that affect the use of programs and related support resources; and (4) working with planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies which concern the efficiency and effectiveness of programs.

2. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, device solutions to problems, identify changes and trends, and use analytical and evaluative methods to accurately assess information and make sound decisions.

3. Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of plans, programs, and related support resources the area studied.

4. Knowledge of pertinent laws, regulation, policies, and precedents governing military compensation/entitlements policies and procedures.

5. Knowledge of pertinent laws, regulations, policies and precedents that affect the use of programs and related support resources (people, money, or equipment) in the area of study.

6. Ability to communicate effectively, both orally and in writing to gain cooperation from others through tact, courtesy, and diplomacy in order to plan and execute complex, multi-faceted projects, to include organizing and leading study teams.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
