One year of specialized experience which includes: 1) Managing comprehensive safety and occupational health programs to ensure compliance with standards, national environmental and occupational health regulations; 2) Balancing aggressive testing requirements with strict hazard mitigation and personnel protection measures; and 3) Directing root-cause analyses, mishap investigations, and trend analyses for any aviation, ground, or industrial incidents to prevent recurrences and protect the highly specialized workforce of engineers, technicians, and pilots.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13/NH-03).

- Serve as Chief, RTC Safety Office with responsibility for providing leadership, planning, and direction for the environmental and safety programs associated with research, development, test and evaluation technical test missions.
- Commander's primary technical authority regarding environmental, safety and occupational health issues for high risk operations.
- Oversee multidisciplinary group of professional Aviation, Explosive, Environmental Safety and Occupational Health Specialists in providing safety review and oversight for a wide variety of unusually complex and sensitive test and evaluation projects.
- Ensure programs are in compliance with all applicable federal regulations, laws, and directives, as well as all Department of Army standards.
- Provide technical guidance in safety environmental requirements, procedures and protocols for all test programs.
- Plans and assigns work to be accomplished and sets priorities.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Position designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $190,042 including locality.
