Job Description

Must be a US Citizen who currently possesses a Secret Clearance but may start with an Interim Secret Clearance.
Must be local to the client site.

Job Responsibilities:
The Contractor shall provide Headquarters Air Force (AF/A4C) staff support for Department of the Air Force (DAF) Real Property Management (RPM) programs, policies, and strategic initiatives. Responsibilities include analyzing enterprise real property issues, developing policy recommendations, coordinating actions across Headquarters Air Force, AFCEC, AFIMSC, MAJCOMs, Air National Guard (ANG), and Air Force Reserve Command (AFRC), and providing senior leaders with timely, data-driven recommendations supporting DAF real property

Position Description:
• Serve as a subject matter advisor to AF/A4C leadership and action officers on real property management policy, program implementation, audit readiness, financial management, accountability requirements, and enterprise management challenges.
• Develop, coordinate, and maintain DAF-level real property governance, policy, and program management documentation, including instructions, implementation guidance, strategic plans, executive correspondence, staff packages, and task management actions.
• Analyze and assess real property program performance, accountability, audit readiness, and asset management metrics; identify trends, risks, and opportunities; and provide recommendations to improve enterprise-wide program effectiveness.
• Support AF/A4C leadership by preparing executive briefings, decision papers, meeting materials, talking points, action memorandums, and responses to Headquarters Air Force, SAF, OSD, congressional, and external stakeholder inquiries.
• Coordinate with AFIMSC, AFCEC, MAJCOMs, ANG, AFRC, and installation stakeholders to resolve complex real property policy, accountability, and programmatic issues affecting Department of the Air Force priorities and mission readiness.
• Evaluate proposed DAF supplemental guidance, policies, and program initiatives to ensure compliance and alignment with DoD, SAF, and DAF real property requirements, objectives, and strategic priorities.
• Provide enterprise oversight of real property accountability, asset management, acquisition, disposal, inventory validation, data quality, financial reporting, and audit readiness initiatives.
• Develop and maintain performance reporting frameworks, dashboards, metrics, and data analysis tools that support leadership visibility, decision-making, risk management, and program execution.
• Support development and execution of DAF-wide strategic communication, training, and stakeholder engagement initiatives to improve real property accountability, governance, and program compliance.
• Facilitate cross-functional working groups, governance forums, and stakeholder engagements to advance Department of the Air Force real property priorities, improve program integration, and support strategic decision-making.

Required Skills:
• Bachelor's degree is required and a minimum of 10 years of progressively responsible experience supporting real property, facilities, infrastructure, asset management, capital planning, campus planning, portfolio management, engineering, construction, financial management, audit readiness, or related programs within the Department of War, federal government, higher education, state or local government, public-sector organizations, or comparable large-scale enterprises. Experience should include applying principles of asset accountability, facility lifecycle management, financial reporting, program management, capital investment planning, infrastructure sustainment, acquisition, disposal, or portfolio optimization.
• Demonstrated experience advising senior leaders; coordinating across headquarters, regional, campus, installation, or enterprise-level organizations; and developing policies, governance, strategic plans, performance metrics, executive briefings, reports, or program documentation.
• Strong proficiency with Microsoft Office applications, including Excel, Word, and PowerPoint, is required.

Desired Skills:
• Experience supporting large and diverse real estate, facilities, infrastructure, or asset portfolios; including military installations, university campuses, healthcare systems, transportation agencies, municipal organizations, or other complex enterprises is highly desired.
• Strong aptitude to understand, analyze, and communicate complex problems with attention to detail
• Experience in analyzing processes through modeling and simulation tools and to employ process improvement reengineering methodologies and principles
• Able to self-teach new technical and non-technical concepts
• Experience improving staff workflows, issue tracking mechanisms, or decision support processes
• Ability to produce concise, decision ready written products (e.g., talking points, decision memos, briefing slides) for GO/SES audiences
• Proven ability to lead cross-organizational collaboration, align stakeholders, and serve as a trusted advisor to clients and partners.
