Job Description

Duties

  • You will design, develop, test, implement, and support network solutions while ensuring systems meet operational requirements, maintain reliability, and comply with established engineering, security, and performance standards.
  • You will analyze network requirements, configure network infrastructure, optimize performance, troubleshoot technical issues, and implement recovery procedures that improve system availability and operational readiness.
  • You will coordinate with internal and external stakeholders to support project planning, system integration, testing, deployment, and implementation while ensuring network solutions satisfy technical and mission requirements.
  • You will administer configuration management activities by documenting system changes, maintaining configuration records, tracking software versions, and preserving complete audit histories throughout the system lifecycle.
  • You will provide technical guidance during system testing, conduct user training, support quality assurance activities, and ensure new or updated network capabilities are fully prepared for successful operational deployment.
  • You will monitor network performance, evaluate system capacity, resolve complex technical issues, and recommend improvements that strengthen reliability, security, and the overall effectiveness of enterprise network services.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Cyberspace Workforce position, work role SYSTEMS REQUIREMENT PLANNER, proficiency level BASIC the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1. Attention to Detail - Reviewed network configurations, system documentation, software versions, and configuration records to ensure accuracy, maintain complete audit trails, enforce security requirements, and support reliable implementation, testing, and deployment of network systems.
2. Customer Service - Collaborated with customers, system sponsors, project managers, and end users to understand operational requirements, provide technical support, deliver user training, resolve network issues, and ensure reliable system performance throughout implementation.
3. Oral Communication - Communicated technical information clearly to project teams, customers, managers, and system users by presenting system status, explaining network solutions, conducting formal and informal training, and coordinating implementation activities.
4. Problem Solving - Analyzed network performance, diagnosed connectivity and infrastructure issues, developed practical technical solutions, implemented configuration changes, resolved complex network problems, and ensured systems met operational, security, and performance requirements before deployment.

Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1. Expert Knowledge of how system components are installed, integrated, and optimized.
2. Knowledge of cybersecurity principles and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation).
3. Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).
4. Knowledge of encryption algorithms (e.g., Internet Protocol Security [IPSEC], Advanced Encryption Standard [AES], Generic Routing Encapsulation [GRE], Internet Key Exchange [IKE], Message Digest Algorithm [MD5], Secure Hash Algorithm [SHA], Triple Data Encryption Standard [3DES]).
5. Knowledge of information security systems engineering principles.
6. Ensure that all systems components can be integrated and aligned (e.g., procedures, databases, policies, software, and hardware).
