Position summary:


The Human Resources (HR) Generalist will be part of a team responsible for the day-to-day HR recruiting and support. This role is accountable for recruiting, employee onboarding, benefits administration and enrollment, compliance tracking, employee relations and administrative HR functions. The HR Generalist works closely with the HR Director to ensure seamless employee experience from offer through steady-state employment

Essential Duties and Responsibilities:


Job duties include the following: (Other duties may be assigned.)


  • Full responsibility for developing a recruiting strategy and determining the recruiting activities needed to quickly fill open contract positions on certain contracts. This includes job posting optimization, job board procurement, and developing a comprehensive recruitment plan to ensure maximum exposure in the appropriate markets for filling all open positions.

  • Works with the Business Development Team to source and capture qualified candidates for proposal positions.

  • Informs potential applicants about contracts, operations, benefits, and job or career opportunities within the organization.

  • Prepares offer letters in the HRIS system (upon approval from Director of HR) and makes offers to candidates in compliance with state and federal laws (i.e. FLSA etc.).

  • Orders and reviews credit, background, security and reference checks on candidates or employees.

  • Compiles and sends the new employee all required online documents within the internal onboarding system.

  • Networks and maintains relationships with local colleges/universities, employment agencies,

  • Maintains up to date knowledge of employment laws for the various states for hiring purposes.

  • Maintains up to date knowledge on contractual labor category requirements, Service Contract Labor Standards and FAR in regards to employment.

  • May participates in employment events, such as career fairs or other networking events.

  • Utilizes the Deltek applicant tracking system to track applicants through the selection phase.

  • Prepares weekly reports for management on Talent Acquisition progress and reports out on progress weekly to the Director of HR.

  • Responsible for the Talent Acquisition budget and will attend monthly budget meetings.

  • Facilitate new hire INDOC sessions.

  • Process new hire onboarding documentation including offer letters, I-9 forms, E-verify submissions, and NDA execution.

  • Administer benefits enrollment and termination for new and existing employees.

  • Maintain employee records in CTI’s HRIS; ensure all files are current, accurate, and audit-ready.

  • Submit training completion records to the QA/Training Manager and maintain copies in the HRIS.

  • Assist with background investigation administration. Monitor status of pending checks and flag delays to HR manager.

  • Support employee relations activities including facilitating first-step meetings, documenting counseling and escalating concerns to HR Manager.

  • Provide HR policy guidance to management personnel on routine employee matters.

  • Coordinate employee offboarding. Ensure return of access credentials and system access deactivation.

  • Attend and actively participate in all required meetings and updates.

  • Attendance and punctuality are essential functions of this position.

Education and Experience:


  • Bachelor’s degree in Human Resources or Business Administration preferred, or equivalent work experience in related field. PHR or SPHR a plus.

  • 2 year’s experience in HR, preferably in a high-volume staffing environment or federal government contracting environment. Call center or contract center experience a plus.

  • Familiarity with HR Compliance in a Service Contract Act (SCA)/Service Contract Labor Standards and H&W compliance strongly preferred.

  • Experience with E-Verify and federal employment eligibility verification processes.

  • Experience in employee relations and performance improvements and coaching.

  • Experience with HRIS and LMS platforms. Experience maintaining compliance tracking and audit-ready employee records.

  • Strong knowledge of federal employment law, EEO requirements, and government contractor HR obligations.

  • Ability to communicate effectively in English, both verbally and in writing.

  • Uses good judgment, ability to make independent decisions and proactively solve problems as required.

  • Must be organized and have strong time management skills.

  • Must have PC skills (Microsoft Office).

  • Basic math skills required.

  • Ability to interact with all levels of management and staff.

  • Strong organizational skills and attention to detail. Ability to manage multiple priorities in a fast-paced environment.

  • Ability to pass a federal and local criminal background investigation.
