Job Description
: Site Manager (SM)/Civil Engineer (CE) or Electrical Engineer (EE)
Site Manager/CE or EE will be accountable for the end-to-end execution of the Engineering Support Services (ESS) contract, ensuring all operational, financial, and contractual requirements are delivered in full compliance with Performance Work Statement (PWS) standards, USAF expectations, and Amentum corporate objectives. This role provides on-site leadership and strategic direction to a multi-disciplinary workforce, serves as the primary interface with U.S. Air Force stakeholders, and drives performance across safety, quality, cost, schedule, and customer satisfaction. The Site Manager/CE or EE ensures alignment with program goals by integrating operational excellence with disciplined cost controls and proactive customer engagement in a dynamic OCONUS environment. This position will be dual hatted as a Civil Engineer or Electrical Engineer in support of the Air Force Contract Augmentation Program (AFCAP), and it is located at Al Udeid Air Base (AUAB), Doha, Qatar.
Lead and manage all site operations to ensure safe, compliant, and efficient execution of engineering and construction-related services; serve as the primary point of contact with USAF leadership and contracting representatives; oversee planning, scheduling, and delivery of all PWS requirements; enforce safety, quality, and regulatory compliance standards; manage site-level forecasting, and cost control; direct and develop a multi-disciplinary workforce to maintain proper staffing, accountability, and performance; identify and mitigate operational and contractual risks; manage subcontractors, vendors, and supply chain activities; and ensure timely, accurate reporting and communication with program leadership while continuously driving improvements in performance, efficiency, and customer satisfaction. Site Manager/CE or EE must be able to make decisions and direct all subcontractors on behalf of the prime contractor and all subcontracting services necessary to maintain a capability to perform under this requirement. Must attend base logistics, deployment, exercise, safety, and force protection meetings as deemed necessary by the supported unit commander. Must be physically present on the installation or available via secure communication within four (4) hours of ACO notification and shall arrive for in-person meetings within four (4) hours when specifically requested by the ACO.
The Site Manager shall also serve as the Civil Engineer or Electrical Engineer.

- The SM shall be a USN and have a minimum of ten (10) years' experience related to the requirements and qualifications necessary to manage and perform the task.
- SM shall have knowledge of principles of engineering, planning, project programming, and ability to interpret plans and drawings.
- Civil or Electrical Engineering degree and experience required.
- Highschool diploma required.
- Candidate will be dual hatted with a position in electrical or civil engineering.
- SM shall have proven experience in management and supervision of engineering staff.
- Possess excellent communication, analytical, project management and supervisory skills.
- SM will act as the primary contact for the contract and correspond with USAF personnel as required.
- Desktop computer skills are essential with proficiency in full range of Microsoft Office products (including PowerPoint) and should be capable of preparing management level reports and presentations.
- Must be able to obtain and maintain a SECRET US Government Clearance. Note: US Citizenship is required to obtain a SECRET Clearance.
- Past experience with USAF engineering contracts preferred.
- Possess a valid state issued driver's license.
- Perform all other position-related duties as assigned or requested.
The Site Manager shall also serve as the Civil Engineer or Electrical Engineer.
Civil Engineer Requirements:
- Civil/Structural Engineer Bachelor's Degree from an ABET Accredited University with at least ten (10) years' experience in construction or facility maintenance.
- Must be proficient in reviewing and analyzing civil engineering drawings and specifications, conducting site assessments to identify constraints and opportunities, and ensuring compliance with applicable codes and standards.
- Experience with airfield pavement systems is highly desirable.
- Must have knowledge of principles of engineering, planning, project programming, design, project management, construction management and ability to interpret plans and drawings.
- Perform all other position-related duties as assigned or requested.
Electrical Engineer Requirements:
- Electrical Engineer Bachelor's Degree from an ABET Accredited University with at least ten (10) years' experience in construction or facility maintenance.
- Must be proficient in reviewing and analyzing electrical power distribution systems, reviewing electrical drawings and specifications, and ensuring compliance with applicable codes and standards.
- Experience with airfield lighting systems and power generation equipment is highly desirable.
- Must have knowledge of principles of engineering, planning, project programming, design, project management, construction management and ability to interpret plans and drawings.
- Perform all other position-related duties as assigned or requested.
