Job Description
The is to provide planning, project design reviews, project management, construction management and other administrative duties as required by a USAF engineering contract. This position will be in support of the Air Force Contract Augmentation Program (AFCAP) and it is located at Al Udeid Air Base (AUAB), Doha, Qatar.

Procedure Compliance - Each employee must read, understand and implement the general and specific operational, safety, quality and environmental requirements of all plans, procedures and policies pertaining to his/her job.
- Provide planning, project design reviews, project management, construction management and other administrative duties as required by the contract.
- Will assist with the development and maintenance of the Installation Development Plan (IDP), District Plans, and Component plans IAW DAFI 32-1015 or successor publications and guidance, Integrated Installation Planning, and the Integrated Installation Planning Playbook.
- Provide site planning support services IAW DAFI 32-1015 and the Site Planning Playbook. Will gather and document existing site conditions through the Comprehensive Planning Platform (CPP) following the format provided by the Customer.
- Provide IDP, District Plans, and Component plan updates to the Installation GeoBase office and be responsible for the accuracy of all planning datasets within the GeoBase program.
- Will provide comprehensive project management and technical liaison services to support the Government across the entire lifecycle of a range of projects, including new construction, renovation, and improvement projects for real property facilities. These projects may involve a variety of facilities and infrastructure systems, including earthwork; airfield and roadway pavement systems; structures; high and low voltage electrical systems; HVAC; water and sewage (plumbing); fire suppression, control, and alarm systems; and related systems.
- Will review project designs for maintainability, constructability, safety, communications, and potential impacts on station facilities and infrastructure. Will provide documented feedback to the Government by the deadline specified in advance, focusing solely on factual discrepancies, inconsistencies, or omissions, with no more than one (1) missed deadline per month.
- Will support project design reviews by providing expert analysis and consultation services from qualified personnel with expertise in civil/structural, mechanical, and electrical disciplines, as necessary.
- Will provide construction management services to verify projects are executed IAW applicable regulations, specifications, and best practices. To provide construction management services for all installation procured contracts as well as those procured by mission partners and other Government agencies.
- Monitor construction projects against all project drawings and specifications and shall provide technical guidance on quality assurance activities and random testing to monitor ongoing construction.
- Document requests for information (RFI) from the construction contractor to the Government and support resolution of construction issues. Will assist with providing responses to RFIs and shall review all submittals from construction contractors. Will track all RFIs and submittals, in an electronic logbook format, recording critical dates and information such as title, specification section and paragraph requirement, date received, response due date, actual response date, actions taken or required and other pertinent data to verify compliance with project requirements.
- Evaluate submittals and return recommendations with comments or advice as required.
- Serve as a liaison for construction management matters with other Government entities and external contractors. Will participate in project-related meetings and inspections and will assist in resolving project-related issues and conflicts.
- Manage, monitor, and inspect, document and advise on projects as required.
- Prepare and submit reports on project status and progress weekly to the Site Manager.
- Visit construction sites weekly and attend any inspections or identified events in construction.
- Understand engineering plans and identify potential problems.
- Establish track and report status against key performance indicators or contractual metrics on a routine basis.
- Supports or conducts formal presentations to clients and/or management.
- Other duties as assigned to the relative area of responsibility.
- Must hold a Project Management Professional (PMP) certification with at least seven (7) years of experience in project management.
- High School diploma or equivalent required.
- Bachelor's degree in project management, engineering, construction management or building science preferred but not required.
- Must have knowledge of principles of planning, project programming, project design, project management and other administrative duties.
- Required to complete AFIT WMGT 301 and WMGT 322. All required courses are offered online or live broadcast and shall be completed through the first available offering after hiring date.
- High school diploma or equivalent training/experience.
- Must be a USN to fill this position.
- Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain Secret Clearance.
- Possess a valid state issued driver's license or international driver's license and passport.
- Ability to read and write English is required.
- Solid communications skills, strong interpersonal skills.
- Strong ability to work as a member of a diverse, dynamic team.
- Outstanding problem-solving skills and sound judgment and be able to work on required deadlines.
- Prior overseas government contracting experience preferred.
- Working conditions at the assignment location could be remote and uncomfortable.
- Long hours, exposure to weather and hazardous conditions.
