Senior Procurement Specialist
Remote

Blu Omega is seeking a Senior Procurement Specialist to support a federal program focused on Medical Countermeasure (MCM) development contracting. This role operates within a remote environment and is responsible for supporting the full contracting lifecycle. The position requires experience supporting federal FAR-based contracting in public health, Advanced R&D services, consortia, and OTA contracting. It also requires a strong background with 1102 series contracting.

Salary Range: $95,000.00 - $135,000.00 per year

Responsibilities
  • Analyze requirements, recommend appropriate contract types, establish milestones, provide procurement planning, and perform market research
  • Assist with development of acquisition plans, requests for quotes/proposals, and source selection plans
  • Analyze proposals and prepare award documentation
  • Provide contract administration, tracking, and monitoring of contract actions
  • Verify invoices (fixed-price and cost-reimbursement) for compliance and documentation
  • Prepare modifications and related documents for review by the Contracting Officer
  • Support contract closeout functions and provide customer responsiveness
  • Attend status meetings, report on contractual performance and issues
  • Work effectively with program managers, project officers, contractors, and technical subject matter experts to analyze requirements and develop work statements
  • Apply knowledge of SAM.gov, GSA eBuy, GSA Federal Supply Schedules, and government procurement policies

Required Qualifications
  • Minimum 5 years of federal FAR-based contracting experience
  • Full acquisition lifecycle support experience
  • Experience negotiating, awarding, and administering competitive and sole-source contracts
  • Knowledge of Fixed-Price, Cost-Reimbursement, Cost Sharing, and IDIQ contracts
  • Strong organizational and communication skills
  • Bachelor's degree or higher in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization and management, or related field

Preferred Qualifications
  • Prior federal experience as a FAR-based Contracting Officer or Contract Specialist
  • Experience with OTAs, public health, or Advanced R&D services contracting
  • Experience with non-commercial contracting and consortia
  • Familiarity with CAS and Incurred Cost Submissions (ICS)

Compensation
Salary Range: $95,000.00 - $135,000.00 per year
Final compensation is based on technical skills, experience, education, certifications, and clearance.
