Job Description

Join our team as a Program Manager - Industry Engagement Lead and support Washington Headquarters Services' Office of the Secretary of Defense (OSD) Manufacturing Technology (ManTech) Program by strengthening ties between DoD and the defense industrial base. You will engage senior industry associations, track legislative developments, and support Congressional reporting, ensuring the ManTech Program's investments translate into real impact for the Warfighter.

**Position is contingent upon contract award**

Work Schedule and Location:

Onsite: This full-time onsite position works Monday through Friday, standard duty hours 0600-1700 with core hours 0900-1500, based onsite in the National Capital Region (primarily Pentagon and Mark Center, Alexandria, VA). Limited telework may be available.

Responsibilities

  • Serve as a key liaison between the ManTech Program and industry associations such as NDIA, NAM, and AIA, plus shipbuilders and bioindustrial sector representatives
  • Identify emerging technology solutions and evaluate potential investment opportunities and DoD impact
  • Monitor the legislative landscape and prepare timely summaries of Congressional committee reports, conference reports, and enacted legislation affecting the ManTech Program
  • Support preparation of Reports to Congress, responses to Questions for the Record, and answers to general Congressional inquiries
  • Analyze how ManTech Program investments affect specific Congressional districts
  • Support technology transfer efforts and manage technology projects aligned with priorities across Biotechnology, Advanced Materials, Sustainment Technologies, and related program areas
  • Collaborate across functional disciplines with stakeholders at the most senior levels of government


Qualifications

Required:
  • Bachelor's degree in any field of study from an accredited college or university required - or equivalent substituted military or industry experience in lieu of the degree
  • 10 years of experience within a Research & Development (R&D) environment, R&D-related programs, or similar programs
  • Active Secret security clearance
  • Demonstrated project management, operational management, strategic planning, and executive decision support experience
  • Proficient in client and stakeholder communication across functional disciplines, including at senior government levels
  • Proficient with MS Office suite
  • Demonstrated ability to manage multiple concurrent projects and tasks, delivering high-quality, timely results


Desired:
  • Prior experience specifically within the DoD ManTech ecosystem, Manufacturing Innovation Institutes (MIIs), or similar public-private industrial partnerships
  • Experience engaging with national industry associations (NDIA, NAM, AIA) or defense industrial base stakeholders
  • Direct experience drafting Congressional Reports, Questions for the Record responses, or legislative summaries
  • Experience assessing urgent workload assignments and determining optimal courses of action under tight deadlines
