The Site Manager/Facility Manager/Fuels Specialist (SM) serves as a key personnel position under the AFCAP V contract and is responsible for execution, oversight, and compliance of all contract operations at the assigned site. This role carries full authority to act on behalf of the contractor for all matters related to daily task order (TO) operations. The Site Manager acts as the primary interface between the contractor team, government stakeholders, and subcontractors, ensuring operational excellence, safety, and quality assurance across all site activities.

The Site Manager acts as the primary interface between the contractor team, government stakeholders, and subcontractors, ensuring operational excellence, safety, and quality assurance across all site activities.
Responsibilities
- Provide full oversight and management of Contract Execution & Compliance.
- Ensure all personnel are properly scheduled, supervised, and meeting performance standards.
- Monitor performance metrics, service quality, and deliverables; implement corrective actions as needed.
- Act as the primary point of contact for the Air Force CE leadership, ACO, COR, and Government personnel, with the ability to meet on-site within 4 hours as required.
- Shall perform as the Fuels Specialist responsible for operating, inspecting, maintaining, troubleshooting, and repairing bulk fuel storage, and fuel quality surveillance systems in accordance with the Performance Work Statement, applicable technical orders, UFC's, NFPA standards, and associated procedures.
- Address and resolve operational issues, RFIs, and performance concerns proactively.
- Provide updates and reports to Government representatives regarding operations, staffing, and performance.
- Ensure timely notification to the ACO and COR of any changes in key personnel within 24 hours of discovery.
- Identify and mitigate operational risks, ensuring continuity of mission support.
- Enforce safety standards and environmental compliance across all site activities.
- Provide regular updates on site activities to Task Order Manager, Program Manager, and Government representatives as needed.
- Performs other duties as assigned.
Qualifications
Education/Experience Requirements
- A bachelor's degree is highly desirable.
Experience
- A minimum of eight years of experience managing base operations support.
- Specific areas of expertise shall include electrical systems, HVAC, bulk fuel storage, fuel distribution systems, fuel transfer operations, fuel quality surveillance, and fuel systems maintenance.
- Prior military service as an Air Force Fuels Specialist (AFSC 2F0X1), Army Petroleum Supply Specialist (92F), Navy Aviation Boatswain's Mate (Fuels), Marine Corps Bulk Fuel Specialist (1391), or equivalent commercial petroleum systems experience is preferred.
- Secret clearance required.
Skills:
- Proven leadership experience managing multi-disciplinary technical teams in mission-critical environments.
- Knowledge of Air Force CE standards, DoD facility requirements, and AFCAP contract structures.
- Strong skills in stakeholder engagement, dispute resolution, and compliance management.
- Ability to obtain and maintain required security clearances.
