Job Description

Markon is seeking an Instructional Designer to support the Fort Meade customer by developing and delivering technical training programs that support Intelligence Community mission operations. This role designs, develops, and maintains instructor-led, virtual, and web-based training focused on SIGINT, Digital Signal Processing (DSP), and other advanced technical capabilities. Working closely with subject matter experts and mission stakeholders, the Instructional Designer develops engaging curriculum and learning solutions that enhance workforce readiness and operational effectiveness.



  • Design, develop, and maintain instructor-led, virtual, and web-based technical training courses supporting mission requirements.
  • Develop curriculum, lesson plans, student guides, instructor materials, presentations, and supporting documentation for complex technical topics.
  • Design interactive learning solutions that incorporate adult learning principles and instructional design best practices.
  • Develop and revise training related to SIGINT, Digital Signal Processing (DSP), C++, and other technical mission capabilities.
  • Administer and support virtual training environments and distance learning platforms.
  • Collaborate with subject matter experts to identify training requirements and ensure technical accuracy of course materials.
  • Evaluate and update existing curriculum to reflect evolving mission requirements, technologies, and operational procedures.
  • Develop training plans, workshops, seminars, and technical presentations for customer organizations.
  • Measure training effectiveness and recommend improvements to curriculum and instructional delivery.
  • Travel as required to support customer training and instructional activities.




Required Qualifications
  • Active TS/SCI w/ Polygraph with this Customer.
  • Bachelor's degree in Communications Engineering, Computer Engineering, Computer Science, Electrical Engineering, Information Systems, Mathematics, Education, Liberal Arts, or a related discipline, and 10 years of experience developing technical training programs. A master's degree may substitute for 2 years of experience. 4 additional years of experience may be substituted for a bachelor's degree.
  • Experience planning and managing training development for large technical programs.
  • Experience designing instructor-led, virtual, and web-based technical training.
  • Current National Cryptologic University (NCU) certification.
  • 5 years of experience developing or delivering Digital Signal Processing (DSP) training.
  • 3 years of SIGINT experience within the Intelligence Community.
  • Experience with curriculum development, course maintenance, and instructional design methodologies.
  • Experience administering virtual training environments.
  • Knowledge of C++ and its application within technical training environments.
  • Strong written, verbal, presentation, and interpersonal communication skills.
  • Willingness to travel.

  • Experience developing training for Intelligence Community technical systems.
  • Experience supporting engineering, software development, or RF/SIGINT mission organizations.
  • Experience using modern eLearning authoring tools and Learning Management Systems (LMS).
  • Experience evaluating training effectiveness and implementing continuous curriculum improvements.




USD $130,000.00 - USD $150,000.00 /Yr.

The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
