Program Manager - Recruiting Event Management
Location: Herndon, VA (Hybrid)
Travel: 25% CONUS
Position Summary
The Program Manager will lead and oversee the nationwide delivery of premier government agency recruiting and hiring event support services, ensuring that all activities are planned, coordinated, executed, and reported in alignment with contract requirements, stakeholder priorities, and established performance expectations. This role provides program-level management across virtual, in-person, and hybrid events, including resource planning, stakeholder engagement, operational coordination, risk and issue management, quality control, schedule oversight, and reporting. The Program Manager will serve as the primary point of coordination with the client to drive consistent execution, accountability, communication, and continuous improvement across the event support program.

Position Summary
The Program Manager will lead and oversee the nationwide delivery of premier government agency recruiting and hiring event support services, ensuring that all activities are planned, coordinated, executed, and reported in alignment with contract requirements, stakeholder priorities, and established performance expectations. This role provides program-level management across virtual, in-person, and hybrid events, including resource planning, stakeholder engagement, operational coordination, risk and issue management, quality control, schedule oversight, and reporting. The Program Manager will serve as the primary point of coordination with the client to drive consistent execution, accountability, communication, and continuous improvement across the event support program.
Key Responsibilities
- Provide centralized program oversight and structured governance for nationwide recruiting event support activities, including the organizational framework, communication protocols, decision-making processes, and performance controls required to support consistent execution across more than 100 annual events.
- Serve as the primary point of contact and single accountable authority for program performance, coordinating directly with client recruiting personnel, subcontractors, temporary personnel, vendors, and assigned contractor resources.
- Develop, maintain, and manage the event support schedule, tracking event status from planning through completion and ensuring staffing, logistics, stakeholder coordination, and required support activities remain aligned with program requirements and timelines.
- Establish and maintain standard operating procedures, program documentation, and execution processes that integrate subcontractors, temporary personnel, vendors, and field-based stakeholders into a unified delivery model.
- Anticipate, monitor, and resolve scheduling conflicts, resource constraints, logistical issues, operational risks, and performance challenges through proactive communication, escalation, and risk mitigation.
- Prepare and maintain core program deliverables, including the Program Management Plan, Monthly Status Reports, Event Support Schedule, and Risk Management Plan.
- Direct the planning, execution, monitoring, and closeout of virtual, hybrid, and in-person recruiting events while ensuring compliance with contractual requirements, schedules, and quality standards.
- Establish performance metrics, dashboards, and reporting mechanisms to monitor program health, operational effectiveness, service levels, and customer satisfaction.
Required Qualifications
- 10+ years of program management experience overseeing complex, multi-stakeholder programs, supporting federal government contracts.
- Demonstrated experience providing centralized oversight, governance, resource coordination, schedule management, risk management, performance tracking, and reporting for programs with multiple concurrent activities and deliverables.
- Experience interacting with, advising, and briefing senior government officials, executive stakeholders, and customer leadership on program status, risks, issues, decisions, and performance outcomes.
- Ability to manage personnel, subcontractors, temporary personnel, vendors, distributed teams, competing priorities, deadlines, and operational issues in a fast-paced environment.
- Strong written and verbal communication skills, including the ability to develop program management plans, status reports, schedules, risk management plans, executive briefings, standard operating procedures, and after-action documentation.
- Proficiency using Microsoft Office tools, collaboration platforms, shared calendars, spreadsheets, trackers, dashboards, and reporting templates to manage program execution and communicate performance.
- Prior experience supporting federal government recruiting, hiring, outreach, public engagement, or mission-support events.
- Experience coordinating events across multiple geographic locations.
- Familiarity with recruiting event operations, candidate engagement workflows, branding controls, promotional material management, or event metrics reporting.
- Experience developing standard operating procedures, event playbooks, run-of-show documents, templates, or after-action reports.
- Ability to support travel, extended event hours, or surge support during high-volume recruiting event periods, as required.
Education
- Bachelor's Degree in Business Administration or related field
- Master's degree desired
- PMP Certification, preferred
