Job Description



  • Supports military and civilian personnel programs by managing evaluations, promotions, awards, and records to ensure accuracy, compliance, and timely processing across the organization.
  • Manages acquisition workforce initiatives including DAWDA funding, Section 852 programs, CAPL reviews, and career program activities to strengthen workforce readiness and compliance.
  • Provides advisory services to managers and employees on HR programs including DPMAP, incentive awards, recruitment strategies, career development, and resolution of personnel issues.
  • Analyzes workforce data, resolves personnel problems, and develops recommendations to improve strength management, readiness, retention, organizational structure, and HR program effectiveness.
  • Retrieves, validates, and organizes data from HR systems to prepare reports, briefings, and guidance materials supporting policy implementation and leadership decision making.





  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret clearance level or access for the duration of employment. A background investigation and credit check are required.
  • This position requires temporary duty travel (TDY) away from its duty station up to 10% of the time.
  • Appointment to this position requires a one-year probationary period unless the selectee has previously met the requirements in 5 CFR Part 11. During the probationary period, the employee may be terminated with limited appeal rights.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) assisting in performing military and civilian personnel management functions, such as maintaining personnel records, validating personnel actions, preparing evaluations, and/or supporting promotion and awards processes; and 2) assisting in managing recruitment, placement, workforce development, and/or incentive awards activities; and 3) assisting in analyzing personnel data, identifying issues, and/or recommending solutions related to strength management, readiness, retention, and organizational structure; and 4) assisting in preparing reports, briefings, and/or guidance materials to support human resources programs, policy implementation, and/or management advisory services. This definition of specialized experience is typical of work performed at the next lower level/grade position in the federal service (NH-02/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $121,777.00 including locality.
