Position Description

The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.

INL’s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens through providing effective foreign assistance and fostering global cooperation. A critical process in INL’s mission is to advance public trust within INL by testing the efficacy of the Bureau’s management controls and regulatory compliance, to identify, assess and mitigate various risks associated with INL programming.

Under this BPA Call, the Program Analyst will assist the INL/SAO/AT team in meeting the Bureau's enterprise risk management, management controls, and records management needs. The Program Analyst supports the identification, assessment, and mitigation of risks across Bureau programs and operations in compliance with OMB Circular A-123 and other relevant guidance. In addition, the Program Analyst advances organizational effectiveness and compliance by testing the efficacy of the Bureau's management controls, ensuring adherence to records management requirements including Freedom of Information Act (FOIA) processing and records retention policies, and assisting with special projects that strengthen internal operations and regulatory compliance.
