Position Summary
Potawatomi Training seeks a Senior Program Manager to lead the delivery of IT systems across various OCONUS locations, from award through installation, training, transfer for operational use, and closeout. The Program Manager is the single point of accountability to the Contracting Officer and Contracting Officer's Representative for cost, schedule, performance, quality, and security across all phases of the effort: system design and engineering, procurement and logistics, installation and testing, operator training, and warranty sustainment. This is a designated Key Personnel role requiring a current PMP certification, demonstrated supervisory experience, and clearances suitable for OCONUS performance in a coalition environment.

Position Summary
Potawatomi Training seeks a Senior Program Manager to lead the delivery of IT systems across various OCONUS locations, from award through installation, training, transfer for operational use, and closeout. The Program Manager is the single point of accountability to the Contracting Officer and Contracting Officer's Representative for cost, schedule, performance, quality, and security across all phases of the effort: system design and engineering, procurement and logistics, installation and testing, operator training, and warranty sustainment. This is a designated Key Personnel role requiring a current PMP certification, demonstrated supervisory experience, and clearances suitable for OCONUS performance in a coalition environment.
Essential Duties & Responsibilities
- Serve as the primary point of contact to the Contracting Officer and COR; own the overall cost, schedule, technical, quality, and security outcomes of the program.
- Develop, baseline, and maintain the Project Management Plan and the Integrated Master Schedule (with WBS), and lead the program kickoff.
- Plan and control all phases of the Survey, Engineer, Furnish, Install, Secure, and Test (EFIS&T) effort, including PDR and CDR milestones, procurement and customs logistics, system cutover and acceptance testing, operator training, and transfer for operational use.
- Deliver monthly status and financial reporting, meeting minutes, risk management reporting, and problem notifications on the contract's data-deliverable cadence.
- Own risk and quality: maintain the risk register, oversee execution of the Quality Control Plan, and ensure deliverables meet MIL-STD-961E and CUI handling requirements.
- Coordinate OCONUS deployment: theater and country clearance (APACS), passports and visas, force-protection requirements, and Partner Nation facility access, in concert with the security officer.
- Direct and integrate the program team (systems engineering, logistics, security, and training) and manage any subcontractor performance and accountability.
- Manage the joint-venture workshare so the protégé's self-performance obligations are met, and support the managing venturer's reporting to the Government and the SBA.
- Lead Government and Partner Nation engagements, including in-country meetings, and produce trip reports following each OCONUS rotation.
Education & Experience Requirements
Education and Experience
- Certification: current (retained throughout duration of contract) Project Management Professional (PMP) certification.
- Supervisory experience: at least five (5) years of supervisory experience within the past ten (10) years.
- Overall experience: ten or more years of relevant experience, with at least six years managing programs of similar scope and complexity (systems integration, C5I/cyber, or fielding/logistics programs).
- Education: Master's degree, or a Bachelor's degree with additional qualifying experience as an approved substitution.
- Clearance: active U.S. SECRET and NATO SECRET clearances, registered in DISS, with a NATO Personnel Security Clearance Certificate valid through the end of the period of performance.
- Commitment: ability and willingness to commit to the position for the full period of performance and to travel OCONUS to Lebanon as required.
- Communication: Proficiency in editing, proofreading, and correcting documentation, in-depth knowledge of DoD writing guidance (e.g. Tongue and Quill), extensive experience with flag-officer (senior Government and military stakeholders
Clearance and Deployment Requirements
- Must hold, or be eligible to obtain before performance, an active SECRET and NATO SECRET clearance; the NATO PSCC processing timeline is a program-critical requirement and candidates must be current or immediately eligible.
- Must be able to satisfy OCONUS deployment requirements, including APACS theater and country clearance, a valid U.S. passport and any required visa, force-protection (AT/FP) training, and Foreign Clearance Guide compliance.
- Must be able to travel to and work OCONUS for scheduled program events, including site survey, CDR, installation and acceptance testing, and training delivery.
Preferred Knowledge/Skills/Abilities
- Experience with Foreign Military Sales (FMS) or Building Partner Capacity (BPC) programs, and familiarity with the USCENTCOM area of responsibility.
- Experience delivering C5I, cybersecurity, or network systems-integration programs in an OCONUS environment.
- Familiarity with DoD acquisition and data-deliverable (CDRL) processes and with quality standards such as MIL-STD-961E.
- Experience working within an SBA Mentor-Protégé Joint Venture or with 8(a) / HUBZone small-business contracting.
