Job Description
SAIC is seeking an experienced and detail-oriented Test and Evaluation (T&E) Contractor Support Lead to oversee the planning, execution, and reporting of comprehensive test and evaluation activities in direct support of government programs and systems. The T&E Contractor Support Lead will serve as the primary contractor technical authority for all testing efforts, providing expert support to government stakeholders and ensuring that systems, products, or capabilities meet defined requirements, performance standards, and operational objectives. This role requires strong technical expertise, leadership skills, and the ability to effectively interface with government customers, program offices, and oversight organizations while managing a contractor test team.
Key Responsibilities:
Government Stakeholder Interface & Support
- Serve as the primary contractor point of contact for all T&E-related activities with government program offices, test agencies, and oversight organizations
- Provide technical advice, recommendations, and briefings to government stakeholders at all levels, including program managers, contracting officers, and senior leadership
- Support government-led program reviews, technical interchange meetings (TIMs), milestone decision reviews, and test readiness reviews (TRRs)
- Respond to government requests for information, data calls, and ad hoc tasking in a timely and professional manner
- Maintain strong working relationships with government counterparts while operating within appropriate contractor boundaries and roles
- Assist government stakeholders in understanding test results, system performance, and evaluation findings to support informed decision-making
Test Planning & Strategy
- Develop, manage, and maintain comprehensive Test and Evaluation Master Plans (TEMPs), test strategies, and test procedures in coordination with government stakeholders
- Define test objectives, success criteria, and evaluation metrics aligned with government-approved program requirements
- Identify and allocate contractor test resources, including personnel, equipment, facilities, and budget, in support of government program objectives
- Establish and manage test schedules, milestones, and deliverables consistent with government program timelines
- Coordinate developmental testing (DT), operational testing (OT), and integrated testing activities in alignment with government direction
Test Execution & Management
- Lead and oversee the execution of all contractor-supported test events, including ground, laboratory, simulation, and field testing
- Serve as the contractor test director during test events as required and in coordination with government test leads
- Monitor test progress and ensure adherence to government-approved test plans and procedures
dentify, document, and manage test anomalies, discrepancies, and failure reports in accordance with government reporting requirements - Ensure proper data collection, instrumentation, and recording throughout all test activities
Data Analysis & Reporting
- Oversee the reduction, analysis, and interpretation of test data in support of government evaluation efforts
- Prepare and present test reports, evaluation findings, and recommendations to government program leadership and stakeholders
- Assess system performance against government-defined requirements and operational needs
- Identify deficiencies, risks, and areas for improvement based on test results and communicate findings clearly to government customers
Contractor Team Leadership
- Lead, mentor, and manage a team of contractor test engineers, analysts, and support personnel
- Assign tasks, set priorities, and monitor team performance to ensure contract deliverables are met on time and within budget
- Foster a culture of safety, quality, accountability, and continuous improvement within the contractor test team
- Provide technical guidance and professional development opportunities for team members
- Ensure all contractor personnel understand and adhere to government site policies, security requirements, and rules of engagement
Contract & Program Management Support
- Monitor contract performance and ensure all T&E deliverables are completed in accordance with the Statement of Work (SOW) or Performance Work Statement (PWS)
- Identify and communicate scope changes, resource constraints, or schedule risks to both contractor management and government stakeholders
- Support contract reporting requirements, including monthly status reports, cost performance reports, and deliverable submissions
- Participate in contractor performance reviews and government contract oversight activities
Risk & Safety Management
- Identify and mitigate test-related risks and hazards in coordination with government safety officials
- Ensure contractor compliance with all applicable government and industry safety standards, regulations, and procedures
- Develop and maintain hazard analyses and safety plans for test activities in accordance with government requirements
Minimum Requirements and Education:
- Bachelor's degree in Engineering, Science, or a related technical field (Master's degree preferred)
- Minimum of 7-10 years of experience in test and evaluation, systems engineering, or a related discipline, with at least 3-5 years in a contractor support role interfacing with government customers
- Demonstrated experience leading contractor test teams and managing complex test programs in a government contracting environment
- Proficiency in developing test documentation, including TEMPs, test plans, test procedures, and test reports in accordance with government standards
- Strong analytical and problem-solving skills with experience in data analysis and interpretation
- Excellent written and verbal communication skills, including the ability to brief government senior leadership and program officials
- Experience with test management tools, data acquisition systems, and analysis software
- Thorough understanding of government contracting processes, roles, and responsibilities
- Ability to obtain and maintain a secret level security clearance
