Program Analyst

BACKGROUND

The U.S. Department of State is the lead institution for the conduct of American diplomacy, & the Secretary of State is the President's principal foreign policy advisor. The Department of State's mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, & implement foreign policy initiatives that build a freer, prosperous, & secure world.

The Bureau of International Narcotics & Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, & instability abroad. INL helps countries deliver justice & fairness by strengthening their police, courts, & corrections systems. These efforts reduce the amount of crime & illegal drugs reaching U.S. shores.

INL's mission is to minimize the impact of international crime & illegal drugs on the United States & its citizens through providing effective foreign assistance & fostering global cooperation. A critical process in INL's mission is to advance public trust within INL by testing the efficacy of the Bureau's management controls & regulatory compliance, to identify, assess, & mitigate various risks associated with INL programming.

POSITION DESCRIPTION

USGI is seeking a Program Analyst to assist the INL/SAO/AT team in meeting the Bureau's enterprise risk management, management controls, & records management needs. The Program Analyst supports the identification, assessment, & mitigation of risks across Bureau programs & operations in compliance with OMB Circular A-123 & other relevant guidance. In addition, the Program Analyst advances organizational effectiveness & compliance by testing the efficacy of the Bureau's management controls, ensuring adherence to record management requirements including FOIA processing & records retention policies, & assisting with special projects that strengthen internal operations & regulatory compliance.

DUTIES & RESPONSIBILITIES

  • Receive direction from the INL/SAO/AT/A Branch Chief & shall maintain open, timely, & effective communications, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
  • Assist with gathering, analyzing, consolidating, & preparing data in various formats for incorporation into analysis, documents, & activity reports.
  • Respond to oversight community requests for information, ensuring coordination of responses to engagements related to risk &/or management controls; assists & supports auditors examining the Bureau's programs & projects for compliance with directives, laws, & regulations.
  • Assist with developing, implementing, & monitoring management information technological systems that track oversight activities & Enterprise Risk Management (ERM) in compliance with OMB Circular A-50, engaging relevant INL staff & other Department representatives as subject matter experts, as appropriate.
  • Assist in coordinating property management activities, including tracking & monitoring End Use Monitoring (EUM) requirements for INL-provided equipment & commodities, ensuring compliance with relevant agreements & regulations, liaising with post, program offices, & implementing partners on property accountability, & supporting site visits & verification activities.
  • Assist coordinating relevant training modules related to management controls & risk.
  • Develop a records management process; final approval for implementation rests with a Civil Servant.
  • Manage records in accordance with Department policies & federal regulations, including processing Freedom of Information Act requests, coordinating with relevant program offices to identify responsive records, ensuring proper records retention & disposition, & maintaining compliance with records management requirements.
  • Participate in special projects individually or as part of a team; assist in interpreting government-wide legislation & regulations as well as Departmental policies affecting areas of responsibility & assessing their impact on Bureau program activities.
  • Coordinate the submission of information for weekly/quarterly activity reports for INL/SAO/AT & maintain & track monthly & weekly summaries; assist in managing & updating the SharePoint database & other systems, including shared files & folders.
  • Comply with all appropriate regulations, internal controls, & Standard Operating Procedures to protect organizational integrity & prevent unauthorized use or misappropriation of all classified & sensitive (but unclassified) material & equipment in assigned areas; reports security violations/problems to appropriate authority.


MINIMUM QUALIFICATIONS

  • U.S. Citizen
  • Bachelor's degree from an accredited institution
  • Six to ten years' experience in a relevant field
  • Demonstrated knowledge of Federal regulations in regard to area of specific need
  • Proficient in Microsoft Office Suite
  • Demonstrated experience facilitating organizational change


PREFERRED QUALIFICATIONS

  • Demonstrated comprehensive knowledge of the Bureau's & the Department's structure, missions, functions, & operations to coordinate extensive studies related to assessing & improving the Bureau's management controls, as well as identifying, assessing, & tracking risk across multi-million-dollar programs related to accomplishing its mission
  • Demonstrated knowledge of project management &/or case management processes & best practices
  • Demonstrated ability to communicate orally to conduct fact-finding interviews, meet with management officials, & present recommendations to management
  • Demonstrated ability to communicate in writing to develop policy, guidance, & instructions, & to prepare reports of findings & recommendations
  • Demonstrated analytical skills to identify trend analysis over oversight, management controls, & risk profiles
  • Demonstrated background in Enterprise Risk Management & records management


REPORTING AND RELATIONSHIPS

The contractor will report to his/her contracting company. The contracting company works most closely with the Contracting Officer & Contracting Officer's Representative.

LEVEL OF EFFORT

Hours for this full-time position will be Monday through Friday, 8 hours per day, 40 hours per week, incorporating the core hours of the Department of State (9:00 AM to 3:00 PM).

TELEWORK

If applicable, telework is authorized only with prior INL Office Director, Contracting Officer, & Contracting Officer's Representative approval, in accordance with Department of State & INL policies.

SUPPLEMENTAL HOURS

Supplemental hours are authorized for this position in accordance with the award & shall not exceed the designated ceiling.

POSITION LOCATION

The physical work location is at INL/SAO/AT's office at State Annex-1, 2401 E Street NW, Washington, DC 20037.

GOVERNMENT FURNISHED EQUIPMENT

DOS will provide office space, computer, phone, & other required equipment & supplies necessary to complete all job requirements. DOS will own & maintain all government furnished property.

CLEARANCE REQUIREMENT

A Secret security clearance is required for this position; however, the Analyst may begin work with an interim Secret security clearance.

TRAVEL

Travel is authorized for this position in accordance with the award & shall not exceed the designated ceiling.

TRAINING

This BPA Call provides for mandatory training for DOS-specific equipment, systems, & processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly & in accordance with Department policy. This training does not require INL Contracting Officer (CO) approval.

Travel-related training (i.e., FACT (CT650), HTSOS-C, etc.) may be required, if applicable. The Program Manager (PM) shall coordinate with INL/SAO/IM to determine if applicable & if INL CO approval is required prior. All other training requires INL CO approval.
