AInternational Negotiations Program Advisor

BACKGROUNDA

The U.S. Department of State is the lead institution for the conduct of American diplomacy & the Secretary of State is the President's principal foreign policy advisor. The Department of State's mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, & implement foreign policy initiatives that build a freer, prosperous, & secure world.

The Bureau of International Narcotics & Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, & instability abroad. INL helps countries deliver justice & fairness by strengthening their police, courts, & corrections systems. These efforts reduce the amount of crime & illegal drugs reaching U.S. shores.

INL's Front Office International Negotiations Unit (INL/FO/IN) leads the Bureau's engagement in key international fora to combat cross-border & organized crime, drug trafficking, & related issues within the bureau. Specifically, the International Negotiations Unit facilitates strategic & substantive planning for engagement in international fora; works with INL offices, regional bureaus, overseas posts, other functional bureaus, & others in the U.S. interagency; drafts substantive briefing materials to support senior-level U.S. participation in international meetings; & engages in international negotiations on meeting outcomes, as required. The Unit's team members also serve as subject matter experts on these drug control & crime-related issues. The Unit engages with a range of international drug control & anti-crime fora, including with the Group of Seven (G-7), the United Nations, the Organization of American States, & dialogues with the European Union. In addition, the Unit manages Bureau foreign assistance funding through a dedicated budget line item.

POSITION DESCRIPTION

USGI is seeking an International Negotiations Program Advisor to support the INL/FO/IN team in coordinating U.S. participation in international negotiations, interagency delegations, & funding to international organizations. The Advisor provides substantive, administrative, & logistical support to senior-level U.S. participation in international meetings & to the management of INL's Global Drugs & Crime Policy budget line.

DUTIES & RESPONSIBILITIES

International Negotiations: Support for International Negotiations & Interagency Delegations

  • Work as part of a team responsible for coordinating U.S. participation in international negotiations at the international & regional level, in support of the INL/FO/IN Director & other team members
  • Provide logistics & administrative support; prepare substantive documentation, briefing materials, & all other necessary correspondence & organizational & obligating documents related to international negotiations & related meetings
  • Provide support for U.S. delegations (composed of numerous participants from various U.S. agencies) to international anti-crime & counternarcotics meetings, including the UN Commission on Narcotic Drugs (CND), International Narcotics Control Board (INCB), G-7 Roma-Lyon Group (RLG), US-EU Justice & Home Affairs meetings, Organization of American States (OAS) Inter-American Drug Abuse Control Commission (CICAD), U.S.-EU Drugs Dialogue, & other forums upon request
  • Support INL liaison with the U.S. Mission to International Organizations in Vienna (UNVIE), U.S. Mission to the UN in New York (USUN), & U.S. Mission to the OAS (USOAS) by coordinating logistical arrangements for U.S. delegations, including to secure hotel reservations, delegation meeting rooms, travel meeting schedules, U.S.-hosted side-events & other meetings, & other support as needed
  • Establish & maintain professional relationships with office & other INL colleagues, members of USG law enforcement agencies, & USG personnel assigned to U.S. embassies
  • Liaise with U.S. interagency partners, advising them of stated policies & programs in the area of international negotiations; to include briefings, both written & oral, to senior officials
  • Draft a variety of technical, programmatic, funding, informational memoranda, & other documentation; assist in the preparation of congressional testimony, public speeches, or responses to questions, press guidance, & interagency documents in accordance with Department policies & regulations
  • Coordinate substantive inputs within the Bureau & with the U.S. interagency, as needed, for the creation of U.S. position papers for INL Front Office international & bilateral meetings, agenda item discussions, & background materials
  • Provide substantive, administrative, & other support to U.S. representatives during the negotiation of resolution texts with other member states within the range of his/her expertise
  • Provide substantive, administrative, & other support to the INL Front Office for international & bilateral meetings, as well as central plenary discussions, working groups, & side events at international meetings
  • Support the preparation of reporting cables on international negotiations, international & bilateral meetings, & INL Front Office meetings


International Negotiations: Support for Funding to International Organizations

  • Support development, monitoring, & the implementation & performance of programs & projects being implemented through the INL Global Drugs & Crime Policy budget line, in particular by ensuring programs & projects support policy outcomes that align with U.S. interests
  • Support the INL/FO/IN Director & INL/FO/IN Senior Advisors in drafting, reviewing, & amending procurement requests & other documents required to obligate funding through the Global Drugs & Crime Policy budget line, including contracts, grants & letters of agreement with international organizations, as assigned
  • Support INL/FO/IN engagement with the United Nations (UN) & other International Organizations (IO) pursuant to the Global Drugs & Crime Policy budget line
  • Support coordination processes & prepares for USG review & approval, including clearance, of any Anticipated Performance Completion End Date Adjustments (APCEDA) pursuant to the Global Drugs & Crime Policy budget line
  • Assist INL/FO/IN in its efforts to ensure that each IO is satisfying the terms & conditions of any IO-LOAs pursuant to the Global Drugs & Crime Policy budget line
  • Assist in distributing & analyzing the content of INL's DevResults reporting requirements for IOs to ensure they follow established government procedures
  • Assist in analyzing reporting from IOs into DevResults, including through the development of charts, graphs & analytical memos, as needed
  • Assist INL/FO/IN with records management related to the Global Drugs & Crime budget line


MINIMUM QUALIFICATIONS

  • U.S. Citizenship
  • A Bachelor's degree from an accredited institution
  • Four to six years' experience in relevant field
  • Demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics & law enforcement, or similar type programs sufficient to ensure project work is in compliance with management policies & procedures & in conformance with the Foreign Assistance Act & other regulatory procedures & guidelines
  • Proven knowledge of Federal policies & procedures including methods of providing assistance & the Federal budget process
  • Ability to communicate effectively, both orally & in writing, with a wide range of players
  • Demonstrated ability to provide advice, guidance, & consultation with regard to the interpretation & application of analysis
  • Experience drafting US government reports & documents, such as the INCSR, embassy cables, & other documents


PREFERRED QUALIFICATIONS

  • Bachelor's Degree in international law, international relations, political science, criminal justice, or similar field
  • At least four (4) years of experience in foreign policy or other relevant field, preferably experience working with the Department of State
  • Demonstrated experience in directing, developing & providing oversight for international negotiations, meetings, & events
  • Demonstrated ability to operate independently, exercising oversight over existing & future operations & procurements
  • Demonstrated effectiveness working in team settings
  • Strong interest in diplomacy, international organizations, transnational organized crime, & drug control issues
  • Demonstrated knowledge of the obligating mechanisms, namely Letters of Agreement (LOAs), used by the Bureau of International Narcotics & Law Enforcement Affairs (INL) in its engagement with International Organizations
  • Demonstrated experience working & coordinating with other relevant U.S. government agencies (e.g., Departments of Justice, Drug Enforcement Administration, & Homeland Security)
  • Demonstrated experience working & coordinating with international organizations
  • Demonstrated experience developing & implementing programs focused on drug control &/or anti-crime issues, preferably with INL
  • Demonstrated excellent oral & written English communication skills
  • Demonstrated superior interpersonal skills


REPORTING AND RELATIONSHIPS

The contractor will report to his/her contracting company & will receive direction from the CO, Contracting Officer's Representative (COR), &/or Government Technical Monitor (GTM).

LEVEL OF EFFORT

Hours for this full-time position will be the core hours of the Department of State, Washington, DC, eight hours per day, five days a week. The level of effort for this position is equivalent to a Program Advisor/Specialist Level 3.

TELEWORK

If applicable, telework is authorized only with prior INL Office Director, Contracting Officer, & Contracting Officer's Representative approval, in accordance with Department of State & INL policies.

SUPPLEMENTAL HOURS

Supplemental hours for this position are authorized in accordance with the award & cannot exceed the designated ceiling.

POSITION LOCATION

The physical work location is located at INL/FO/IN's office at Columbia Plaza (SA-1), 2401 E Street NW, Washington, DC.

GOVERNMENT FURNISHED EQUIPMENT

DOS will provide the Advisor with office space, computer, phone, & other required equipment & supplies necessary to complete all job requirements. DOS will own & maintain all furnished property.

CLEARANCE REQUIREMENT

A Top Secret clearance is required for this position. However, the contractor may begin work with an interim Top Secret Clearance.

TRAVEL

Travel is not authorized for this position in accordance with the award & shall not exceed the designated ceiling.

TRAINING

This BPA Call provides for mandatory training for DOS-specific equipment, systems, & processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly & in accordance with Department policy. These trainings do not require INL Contracting Officer (CO) approval.

Travel-related mandatory training (e.g., FACT CT420, FACT CT650 Training) may be required at the discretion of the on-site supervisor & Regional Security Officer (RSO) at the OCONUS location traveling to & needs INL Contracting Officer approval.

TPCs are strongly encouraged to take orientation training to best integrate with INL & effectively contribute to the mission. Depending on their role they should attend either INL SOAR (Staff Orientation & Readiness) or PREP (Pre-deployment program) training. SOAR is for TPCs whose position is primarily to work with INL staff in support of INL programs & projects. PREP is for TPCs whose position is primarily to work with host government or foreign counterparts to train or advise them, or to support other TPCs in that work. TPCs are encouraged to take other INL-delivered trainings, & State-specific training through FSI in coordination with the program office, & with CO approval.
