Work Hours: 40 hour week with core hours of 9-5pm

JOB DESCRIPTION
Summary/Objective

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Office of Systems (OS), Engineering Standards Division (ESD) has a requirement for Systems Engineering Support Services. The mission of Office of Planning and Programming for Service Delivery (OPPSD) is to plan and program service delivery capabilities across NWS portfolios. This requirement fulfills the mandate to oversee and guide the technical evolution of modern NWS systems, services, communications, and networking assets.
1.1 Purpose
The purpose of this non-personnel services task order is to obtain technical engineering, operations research, business, and administrative support services. These services will assist the NWS in managing modernization and development activities for next-generation NWS systems and services across multiple enterprise portfolios.
1.2 Background
To ensure a weather-ready nation, the NWS must continuously modernize its core technological infrastructure. OS serves as a critical authority ensuring that systems evolution aligns technically, operationally, and securely with the broader enterprise framework. This contract supports the continuous assessment, documentation, and design optimization of mission-critical portfolios, bridging capabilities between current ('As-Is') operational boundaries and future ('To-Be') cloud and on-premise targets. Supported portfolios and offices include:
• Office of Systems
• Office of Dissemination
• Office of Central Processing
• National Centers for Environmental Prediction (NCEP)
• Office of Planning and Programming for Service Delivery (OPPSD)
• Analyze, Forecast, and Support Office
• Office of Science and Technology Integration
1.3 Scope of Work
The Contractor shall provide the necessary technical engineering, operations research, software/cloud development methodologies, security systems engineering, and administrative coordination required to successfully execute the tasks defined in Section 2.0. The overall scope encompasses baseline documentation of the enterprise architecture, technical project oversight and risk tracking, optional program/project strategic insight, and ad-hoc engineering support for mission-critical NWS operational systems and services.
2.0 Performance Requirements
2.1 Enterprise Architecture Support
The Contractor shall provide systems engineering capabilities to capture, manage, and continuously evolve the core frameworks governing NWS systems.
2.1.1 Document and Maintain the 'As-Is' Enterprise Architecture
Requirement: The Contractor shall establish and maintain a verifiable baseline documentation of the current configuration, status, utilization, and connectivity levels of NWS Enterprise Architecture infrastructure and services.
Standard: Documentation must accurately reflect high-level architectures, system dependencies, service workflows, data flows, encoding formats, standards compliance, and network asset states. Updates must incorporate approved project modifications across all ongoing development phases within fifteen (15) business days of milestone completion.
2.1.2 Develop the 'To-Be' Enterprise Architecture
Requirement: The Contractor shall design and deliver prospective 'To-Be' engineering frameworks by evaluating emerging technologies, cloud paradigms, and system optimizations.
Standard: Recommendations must include high-level target architectural views, subsystem integrations, and explicit roadmaps assessing compatibility, performance trade-offs, and target system alignment.
2.1.3 Technical Deliverables (Section 2.1)
Deliverable 2.1.1: 'As-Is' Architecture baseline models and network topology schema. Deliverable 2.1.2: Technology Assessment white papers and 'To-Be' architectural blueprints.
2.2 Project Oversight, Risk Mitigation, and Performance Assessment
The Contractor shall technically monitor ongoing modernization projects to verify performance compliance and alignment within the overarching enterprise architecture.
2.2.1 Technical and Architecture Alignment Reviews
Requirement: The Contractor shall evaluate individual project architectures, data/metadata standards, and communication profiles for compatibility with modern NWS standards.
Standard: Technical reviews must isolate integration gaps, functional capability bottlenecks, and architectural inconsistencies across portfolios.
2.2.2 Engineering Risk Management
Requirement: The Contractor shall proactively identify, characterize, and document technical risks impacting project execution schedules, security postures, or system baselines.
Standard: The Contractor shall maintain a Technical Risk Registry in collaboration with Federal Project Managers, delivering actionable mitigation strategies and weekly risk tracking status reports.
2.2.3 Technical Deliverables (Section 2.2)
Deliverable 2.2.1: Project Architecture Assessment Reports. Deliverable 2.2.2: Enterprise Technical Risk Registry and Mitigation Logs.

Program Manager / Lead Technical Point of Contact - Essential Functions
• Description: Manages day-to-day operations of the contractor's engineering team; organizes, directs, and coordinates the scheduling and production of all contract requirements across portfolios. Serves as the primary programmatic interface to the COR and Federal Technical Monitor. Demonstrates exceptional written and oral communication skills.

Required Education and Experience
• Minimum Qualifications: BA/BS degree (or equivalent);
• Minimum of two to four (2–4) years of experience in the specific technical management domain, plus two (2+) or more years of dedicated program/project management experience.

Supervisory Responsibility
This position has no supervisory responsibilities.

Work Environment
OnPoint exercises a hybrid work environment, meaning that some work can be done remotely, while other work needs to be completed on-premise.

Physical Demands
While performing the duties of this job, the employee may be required to move physical IT equipment.
