Tyto Athene is searching for a Program Manager Level II for a complex, multi-year contract to support the Air Force Reserve Command (AFRC) Information Technology (IT) Services.

Responsibilities:
- Manage cost, schedule, and performance for assigned programs/projects.
- Ensure programs comply with AFRC, Air Force(AF), DoW guidance.
- Align tasks with business goals and strategic plans.
- Provide program content and presentation, as required, at Program Management Reviews (PMRs) to inform stakeholders and team members of the program's status, encompassing cost, schedule progress, overall performance, and risks to enable informed decisions for successful project delivery.
- Compiles technical analysis/research and present recommendations on new technology or capability solutions for mission/performance enhancements, problem resolution, cost savings, future capability roadmaps, or other efficiencies.
- Develop cost projections for existing or proposed capabilities for the next five years and maintain accurate, complete status in government-directed systems and within government-directed timelines for all procurements required to develop and sustain program according to plan.
- Develop executive level white/background papers including appropriate DoDAF artifacts.
- Create briefings, meeting minutes, emails, newsletters, user guides, instructional/how-to manuals, tutorials, policies, technical papers, official communications, data calls.
- Develop program evolution plans to align with portfolio strategies.
- Develop and maintain Lifecycle Management Plans (LCMP).
- Provide input for implementation/transition plans for AFRC; ensure program closure where applicable.
- Develop and deliver within government identified timelines accurate and compliant acquisition documentation for procurement of required solutions throughout lifecycle.
- Provide analysis and prepare documentation to support current and Future Year Defense Plan (FYDP) financial planning.
- Review program related input from host base site surveys and incorporate into program/portfolio strategy.
- Process formal required administrative waivers through HQ AF and other Government agencies.
- Gather/provide programmatic data in support of taskings.
- Provide evaluation/integration recommendations of proposed mission specific business solutions.
- Capture and define requirement, scope, strategy alignment, risk, benefits, and feasibility for new initiatives in RAID (Requirement, Analysis Initial Discovery).
- Participate in "Full Kitting" of initiatives/projects (Process to gather all resources needed to complete the project).
- Ensure assigned programs comply with all applicable regulatory and statutory guidance.
- Deliver timely, accurate, and comprehensive program management reviews within 30 days of government request (at least once annually at a minimum) that adhere to Gov't timeline and format and reflect conformance to cost, schedule and performance goals.
Required:
- A Bachelor's degree in Computer Science, Information Systems, or Management or equivalent experience
- Recommend three (3) years of experience managing network modernization work or system projects of similar scope and complexity
- Project Management Institute (PMI) Project Management Professional preferred
- Must be knowledgeable in the application of current and emerging technology and protocols
- Professional attitude with the ability to interact with executives and customers at all levels
- Ability to handle sensitive and confidential information
- Excellent verbal and written communications skills
- Ability to adapt to changing priorities and manage multiple tasks
- Experience with MS Project, Primavera, or an equivalent scheduling tool

Compensation:
- Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between $80,000-$90,000. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
